Job Overview: The Programme Analyst will report to the Head of Sub-Office and will be responsible for coordinating UN Women Afghanistan's advocacy and programmatic activities at the regional level. This role involves building and maintaining relationships with national partners and stakeholders, monitoring and managing finances and personnel at the field office, and ensuring effective implementation of UN Women’s programs. The Programme Analyst will also participate in cluster meetings, identify emerging gender issues, and support the development of work plans and reports. The position requires a proactive approach to engage with women's civil society and gender equality advocates, facilitating consultations and capacity-building initiatives to enhance the effectiveness of UN Women’s programs in the region. The Programme Analyst will play a crucial role in ensuring that the needs of Afghan women and girls are addressed in the organization's programming and advocacy efforts.
Duties and Responsibilities:
Guide coordination with provincial partners and stakeholders at the sub-national level, establishing and expanding relationships to support UN Women’s programs.
Participate in cluster and coordination meetings with UN agencies and partners as directed by the Head of Sub-Office.
Identify and maintain relationships with women’s civil society and gender equality advocates, facilitating consultations and capacity-building initiatives.
Coordinate UN Women Afghanistan programs across all thematic areas, advising on political and security scenarios relevant to program implementation.
Support project planning and implementation in collaboration with field-level partners and the Programme Teams in Kabul.
Gather inputs for work plans, narrative progress reports, and expenditure status reports.
Monitor program implementation and expenditure, conducting regular monitoring visits and supporting the collection of human interest stories.
Manage financial resources, including budgeting, expenditure tracking, and disbursement of funds to partners.
Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related fields is required.
A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage.
At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component program interventions with national partners, preferably in related thematic areas.
Experience in coordinating, implementing, monitoring, and evaluating development programs and projects is desirable.
Proficiency in using computers and office software packages (MS Word, Excel, etc.) and web-based management systems is required.
Experience with modern web-based ERP systems, preferably Oracle Cloud, is desirable.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, or social sciences. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage.
Experience: The position requires at least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component program interventions. Candidates should have experience in coordinating, implementing, monitoring, and evaluating development programs and projects, with a preference for those related to gender equality and women's empowerment. Familiarity with office software and web-based management systems is essential, and experience with ERP systems is a plus.
Languages: Fluency in English is mandatory, along with fluency in Dari and/or Pashto. Proficiency in these languages is crucial for effective communication and engagement with local partners and stakeholders.
Additional Notes: The position is based in Kandahar, Afghanistan, and is likely to be full-time.
