Job Overview:
As the Program Quality and Management Technical Advisor II, you will play a crucial role in providing technical support to Caritas Ukraine for the USG DOS funded program, Multi-Sector Assistance to War-Affected People in Ukraine. Your responsibilities will include offering technical advice and guidance on design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, ensuring adherence to quality principles, technical standards, and donor guidelines. You will work closely with CRS and CUA teams to enhance the delivery of high-quality programming aimed at supporting vulnerable and conflict-affected populations in Ukraine. This position requires strong relationship management skills and a deep understanding of humanitarian principles to effectively advance the mission of CRS and its partners.

Duties and Responsibilities:
Your primary duties will include providing management support and technical oversight for programming, ensuring that project design, implementation, and close-out align with CRS and partner quality standards. You will be responsible for offering technical solutions to programming teams, both remotely and on-site, and contributing to the development of strategies and tools that engage partners and donors effectively. Additionally, you will lead the development of technical designs for complex proposals, advise project teams on integrating donor strategies, and contribute to capacity strengthening initiatives for emergency and recovery programming. You will also engage in knowledge management by collecting and analyzing program data, evaluating projects, and sharing lessons learned. Establishing and maintaining relationships with donors and peer organizations will be essential, as will participating in forums to promote best practices.

Required Qualifications:
The position requires a Master’s Degree in International Development, International Relations, or a related field, along with demonstrated knowledge of humanitarian principles and standards. Proficiency in security" style="border-bottom: 1px dotted #007bff !important;">security protocols and emergency program management in insecure environments is essential. Candidates should have experience working with partner organizations on project management, capacity strengthening, and institutional development. Skills in business development, project design, and proposal writing, particularly in Shelter and Settlements, are highly desirable. Experience in mentoring, training, and applying adult learning principles is also required, along with familiarity with program monitoring and evaluation methodologies. Strong relationship management skills and the ability to influence stakeholders are critical for success in this role.

Educational Background:
A Bachelor’s Degree in International Development, International Relations, or a related field is required, with a Master’s Degree preferred. Additional relevant experience may substitute for some educational requirements, particularly in the context of humanitarian response and project management.

Experience:
Candidates should have a minimum of 8 years of relevant field-based project management experience, with at least 3 years in Emergency Response. Experience managing moderately complex humanitarian projects, preferably with an international NGO, is essential. Previous experience providing technical assistance and developing successful proposals for external donor funding is also required.

Languages:
Fluency in English (both written and verbal) is mandatory, while knowledge of Ukrainian or Russian is considered an advantage. This linguistic capability will enhance communication with local partners and stakeholders.

Additional Notes:
This position is contingent on funding confirmation and involves up to 30% field travel within Ukraine, primarily to partner offices. The role may include supervisory responsibilities, which will be determined based on the candidate's experience and the needs of the organization.
