It is led by humanitarian organizations and regularly integrates new members. The mission of hulo is to improve the impact of humanitarian aid by enhancing collaboration and implementing joint projects in its intervention countries. Hulo believes that sharing and pooling resources and expertise among organizations contributes to increasing the performance of humanitarian logistics and the supply chain. Their actions are based on a collaborative and participatory approach, collective intelligence, and the facilitation of a community of practices. All activities are structured around a common goal, involving several autonomous and interdependent stakeholders who cooperate horizontally. Leadership is distributed, based on consultation, co-responsibility, and voluntary commitment. Hulo operates in seven countries across three regions, implementing shared initiatives in procurement, human resources, and environmental sectors. They coordinate international humanitarian transport initiatives aimed at the most severe humanitarian crises and continuously develop digital solutions to serve the humanitarian community. Hulo's team consists of about forty collaborators, with the operations department currently comprising seven people at headquarters and about fifteen in the field.
Job Overview: The primary mission of the Adjoint Représentant Pays of the hulo Cooperative is threefold: to implement shared initiatives in the country in close collaboration with the Country Representative, to animate, structure, and ensure the involvement of organizations participating in each shared initiative, and to support the Country Representative in certain representation activities. The role requires proposing an implementation plan for each shared initiative, which includes analyzing the context and applicable national regulations, compiling needs, creating a theoretical implementation schedule, obtaining formal agreement from each participant, drafting all necessary documents for each stage of the shared initiative, managing follow-ups, and updating indicators. Additionally, the position involves organizing, facilitating, and documenting meetings with stakeholders, ensuring timely completion of internal reporting tools, maintaining high-quality documentation of shared initiatives, and preparing various meetings based on initiatives, including managing invitations, logistics, and documentation. The Adjoint Représentant Pays also represents the hulo cooperative in the absence of the Country Representative and is responsible for recruiting, training, and supervising an administrative/logistics assistant.
Duties and Responsibilities:
Implementation of Shared Initiatives: Propose an implementation plan for each shared initiative, including context analysis and applicable regulations, needs compilation, theoretical implementation planning, formal agreement acquisition from participants, drafting necessary documents, managing follow-ups, and updating indicators. Organize, animate, and document meetings with stakeholders.
Reporting & Capitalization: Ensure timely completion of internal reporting tools, maintain quality documentation of shared initiatives, document each step of initiatives, write meeting minutes, and prepare capitalization reports after each initiative. Collaborate with the Country Representative and the Business Analysis and Research department to collect and process data from member organizations.
Animation & Representation: Prepare meetings based on initiatives, manage invitations, logistics, and documentation, animate meetings ensuring engagement and participation, develop and maintain relationships with local and institutional partners in collaboration with the Country Representative, and represent the hulo cooperative in the absence of the Country Representative.
Management: Recruit, train, and supervise an administrative/logistics assistant. Priorities for the first three months include finalizing ongoing shared procurement initiatives, collaborating with the Country Representative to launch new initiatives defined by member NGOs in the 2026 roadmap, structuring and animating the hulo community in eastern Chad, and recruiting and training an administrative/logistics assistant.
Required Qualifications:
Technical training in logistics/supply chain: Minimum BAC+2, specialization in humanitarian logistics is a plus.
Experience in the humanitarian sector: Minimum of 3 years.
Experience in a similar position: Minimum of 3 years.
Understanding of humanitarian supply chain management issues, knowledge of humanitarian organizations' procurement procedures, and familiarity with humanitarian accountability standards and best practices.
Strong writing and interpersonal skills, ability to facilitate workshops, analytical and organizational skills, and project management capabilities.
Proficiency in computer skills (Excel, Word, Outlook) is essential.
Fluency in French and English (very good level in reading, writing, and speaking) is required; proficiency in Arabic is a significant advantage.
Educational Background: The position requires a technical training background in logistics or supply chain management, with a minimum educational qualification of BAC+
A specialization in humanitarian logistics is considered an additional asset that can enhance a candidate's profile.
Experience: Candidates must have a minimum of three years of experience in the humanitarian sector, with at least three years in a similar position. This experience should demonstrate a solid understanding of the challenges and practices within humanitarian logistics and supply chain management.
Languages: Fluency in French and English is mandatory, with a very good level in reading, writing, and speaking. Proficiency in Arabic is considered a significant advantage and can enhance the candidate's suitability for the role.
Additional Notes: The position is based 70% in Adré and 30% in N'Djaména, under a fixed-term contract lasting 11 months. The gross monthly salary starts at €2475 (comprising €2250 plus 10% for paid leave), depending on the candidate's experience. A per diem of 390,000 FCFA per month is provided. During the mission, a system of alternating work and leave is implemented, allowing for 7 working days off every three months, plus an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering all medical expenses, including surgical, dental, and ophthalmological care, as well as repatriation. Vaccination and essential malaria treatment costs are reimbursed.
