Job Overview:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator plays a crucial role in ensuring that Relief International Philippines’ programs, particularly the Y-LEAD BARMM initiative, are evidence-based, accountable to the communities served, and continuously improving. This position is responsible for leading the MEAL strategy, developing field systems, facilitating learning processes, and strengthening the capacity of partners to meet RI’s quality standards and comply with donor requirements. The MEAL Coordinator will work closely with various stakeholders, including the Programs team, MEAL unit, local government units (LGUs), and implementing partners, to ensure effective monitoring and evaluation of projects aimed at promoting youth leadership, peacebuilding, and participatory governance in Lanao del Sur.

Duties and Responsibilities:
The MEAL Coordinator will lead the development and implementation of MEAL frameworks and tools, ensuring that monitoring processes are applied consistently across projects. Responsibilities include reviewing and analyzing field data to identify trends and opportunities, building the capacity of staff and partners in MEAL practices, and supporting project learning through data synthesis. The role also involves coordinating evaluations and assessments, designing feedback mechanisms, facilitating learning workshops, and producing evidence-based reports for stakeholders. The MEAL Coordinator will ensure compliance with ethical standards, data protection laws, and RI’s safeguarding policies while actively monitoring risks and adapting programs as necessary to respond to local dynamics.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Social Sciences, Development Studies, Statistics, Economics, Public Administration, Community Development, or related fields, with a Master’s degree considered an advantage. A minimum of three years of progressive experience in Monitoring and Evaluation (MEAL) is required, preferably within international non-governmental organizations (INGOs) and ideally in the Philippines. Strong skills in data collection, analysis, and reporting are essential, along with fluency in Filipino and proficiency in Bisaya. Excellent written and oral communication skills in English are also necessary, as well as experience working in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) or with community-based organizations in Mindanao.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Social Sciences, Development Studies, Statistics, Economics, Public Administration, or Community Development. A Master’s degree in a related area is advantageous and may enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of three years of progressive experience in Monitoring and Evaluation (MEAL), ideally within the context of humanitarian, development, or peacebuilding programs. Experience with INGOs and familiarity with the specific challenges and dynamics of working in the Philippines, particularly in BARMM, is highly desirable. Candidates should demonstrate a strong understanding of MEAL tools and methods and have a proven track record of applying these in real-world settings.

Languages:
Fluency in Filipino is mandatory, along with proficiency in Bisaya. Excellent written and oral communication skills in English are also required, enabling effective communication with diverse stakeholders and the production of high-quality reports and documentation.

Additional Notes:
This position is classified as requiring standard pre-employment checks and is part of the Programs Department, reporting directly to the Project Manager. The role does not have direct reports or budget responsibilities but involves significant relationship management with various stakeholders, including local government units and community organizations. The MEAL Coordinator will be expected to travel to project sites as necessary, and the position is classified at the T4 - Technical level within the organization.
