Job Overview:
The Consultant for Monitoring, Evaluation, and Learning Tools will play a crucial role in updating and revising the monitoring, evaluation, and learning (MEL) tools associated with the BRIGE curricula. This position requires a deep understanding of gender transformative approaches and the ability to create practical, adaptable measurement tools that align with current program priorities. The consultant will be responsible for reviewing existing materials, facilitating discussions to develop a Theory of Change (ToC), and designing a revised toolkit structure that enhances usability and flexibility for program teams. The consultant will also provide guidance on qualitative and quantitative measurement options, ensuring that the toolkit meets the diverse needs of various projects.

Duties and Responsibilities:
The consultant will undertake several key activities, including:
  • Reviewing existing MEL guidance and BRIGE toolkit materials to identify gaps and opportunities for improvement.
  • Facilitating discussions with the Social Integration and Development (SID) team to refine the Theory of Change that outlines pathways of change and informs measurement priorities.
  • Designing a detailed outline for the updated toolkit that emphasizes flexibility and usability.
  • Updating and developing integrated measurement and management guidance, recommending practical tools for both qualitative and quantitative measurement.
  • Delivering a comprehensive inception workplan, summary report of literature review, and draft outline of the revised toolkit.
  • Facilitating workshops and creating materials for the ToC, including a draft revised ToC and results framework.
  • Providing quantitative and qualitative measurement guidance, templates for after-action reviews, and a quality assurance guide.

Required Qualifications:
Candidates must possess a Master’s degree in international development, gender studies, or a related field. Additionally, a minimum of 5 years of experience in programs focusing on gender equality and social inclusion is required. Proven experience in facilitating participatory theory of change workshops and translating discussions into actionable frameworks is essential. Knowledge of qualitative and quantitative measurement tools, budgeting for MEL activities, and establishing minimum standards for quality assurance is also necessary. A strong understanding of regional contexts where Mercy Corps operates, including Africa, the Middle East, Asia, and the Americas, is highly valued, along with familiarity with GESI measurement approaches.

Educational Background:
The ideal candidate should have a Master’s degree in international development, gender studies, or a closely related field. This educational background is crucial for understanding the complexities of gender issues and social inclusion within the context of international development.

Experience:
The position requires at least 5 years of relevant experience working in programs that emphasize gender equality and social inclusion. Candidates should have a demonstrated track record in Monitoring, Evaluation, and Learning (MEL) frameworks, as well as experience in developing practical toolkits for program teams. Familiarity with participatory approaches and the ability to facilitate workshops effectively are also critical components of the required experience.

Languages:
Fluency in spoken and written English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions where Mercy Corps operates.
