Job Overview:
The Project Manager will be responsible for leading the implementation of the Y-LEAD BARMM project, which aims to empower youth in Lanao del Sur to enhance peacebuilding and participatory governance. This role is based in Iligan City and requires frequent travel to project sites. The Project Manager will oversee daily operations, ensuring that the project aligns with Relief International's peacebuilding portfolio in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The ideal candidate should possess extensive experience in managing programs related to peace, governance, and community engagement, with a strong emphasis on gender equality and social inclusion. The Project Manager is expected to be results-driven, adaptive, and capable of independent problem-solving, contributing to lasting peace and local economic development in BARMM while enhancing Relief International's role in the region.

Duties and Responsibilities:
The Project Manager will hold overall accountability for project delivery, ensuring that all technical, operational, and financial components meet the requirements set by Relief International and its donors. Key responsibilities include providing leadership and oversight to project staff, including the coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator and Project Officer, ensuring cohesive implementation of project activities. The Project Manager will develop and manage project work plans, procurement plans, and budgets, ensuring timely delivery and efficient resource use. They will supervise project staff, promote team cohesion, and provide mentoring and capacity-building support. Regular field visits to project sites will be necessary to oversee activity implementation and troubleshoot issues. Financial management will involve monitoring project expenditures, ensuring compliance with donor requirements, and preparing financial projections. The Project Manager will also ensure donor compliance, maintain accurate project records, and lead internal project reviews. They will cultivate effective partnerships with local stakeholders and represent Relief International in relevant forums, contributing to program development and risk management.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Social Sciences, Public Administration, Development Studies, Peace and Conflict Studies, or related fields, with a Master’s degree being an advantage. A minimum of five years of progressive experience in managing governance and conflict-sensitive development projects, preferably in BARMM or Mindanao, is required. Proven experience in strengthening local governance, youth development, livelihoods, conflict resolution, and peacebuilding is essential. Candidates should have experience building relationships with government institutions, civil society, and UN agencies in sensitive political environments, as well as the ability to integrate research and learning into project planning. Experience in resource mobilization and donor coordination is also necessary, along with excellent written and verbal communication skills in English.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Social Sciences, Public Administration, Development Studies, or Peace and Conflict Studies. A Master’s degree in a related area is considered an advantage, indicating a higher level of expertise and understanding of complex social issues.

Experience:
The position requires a minimum of five years of progressive experience in managing governance and conflict-sensitive development projects. Candidates should have a strong background in peacebuilding and community engagement, particularly in the BARMM region or similar contexts. Experience in working with local governance structures and understanding the dynamics of conflict and development in sensitive political environments is crucial.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Additional language skills relevant to the local context may be considered advantageous, enhancing the ability to engage with diverse stakeholders and communities.

This position is subject to project award and availability of funding. The role is classified under the M5 level in Program Management and Leadership, indicating a senior level of responsibility.
