Job Overview: The Information Systems Officer will play a crucial role in the Business Facilitation Program, directly reporting to the Chief of the Business Facilitation Section based in Geneva. This position involves planning and directing major systems projects that are vital to the institution, impacting critical operations and user groups. The officer will provide expert advice on complex systems analysis and design, identifying the need for new systems or modifications to existing ones. Responsibilities include developing feasibility assessments, project plans, and overseeing the implementation of these systems. The officer will also be responsible for managing contracts for technical services, tracking project progress, and ensuring effective communication with stakeholders. This role requires a blend of technical expertise and leadership skills, as the officer will mentor junior staff and lead project teams in executing complex aspects of system development and implementation.
Duties and Responsibilities: The duties of the Information Systems Officer include planning and directing major systems projects, providing expert advice on systems analysis and design, developing feasibility assessments, and managing project plans and schedules. The officer will oversee the technical evaluation of proposals for contractual services and manage contracts. They will track project progress against established plans and quality measures, ensuring effective communication with users throughout the development and implementation phases. Additionally, the officer will lead project teams, mentor junior staff, and oversee the development of document and database structures. They will also be responsible for developing and monitoring information standards and guidelines, preparing technical documentation, and keeping abreast of technological developments in the field. The officer will facilitate communication between the Section and its clients, ensuring good client relations and regular updates on project developments.
Required Qualifications: Candidates must possess a strong knowledge of systems design, development, management, and maintenance of complex information systems. They should have expertise in REST microservices, micro-service orchestration, and security" style="border-bottom: 1px dotted #007bff !important;">security mechanisms. The ability to develop and oversee large institutional systems is essential, along with a strategic analytical capacity to evaluate critical systems matters. Educational Background: An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related areas is required. This experience should include at least two years in developing eGovernment systems or content management systems. Desirable experience includes system planning and programming, developing web-based IT solutions for SQL and non-SQL databases, and using AI-powered coding agents to enhance development productivity.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in either English or French is required. Additionally, knowledge of Arabic, Russian, Spanish, or Chinese (Mandarin) is desirable, with specific proficiency levels outlined according to the UN Language Framework.
Additional Notes: This is a temporary position available immediately until 31 March 2026, with the possibility of extension based on performance and availability of funds.
