Job Overview:
The Provincial Coordination Officer plays a crucial role in facilitating the implementation of the UN Sustainable Development Cooperation Framework (CF) at the provincial level in Pakistan. This position is designed to strengthen coordination between the UN and the Government of Pakistan, ensuring that the CF's objectives align with provincial priorities. The officer will work closely with the UN Provincial Programme Teams (PPT) and act as a key intermediary, promoting effective collaboration and communication. The role requires strategic facilitation, coordination support, and the ability to engage with various stakeholders, including government officials and development partners. The Provincial Coordination Officer will not be involved in project implementation but will focus on enhancing the overall effectiveness of UN interventions in the province.

Duties and Responsibilities:
The Provincial Coordination Officer will be responsible for a wide range of duties, including:
  • Providing strategic facilitation and coordination support to the UN Cooperation Framework at the provincial level.
  • Guiding the PPT in leveraging the CF as the central strategic programmatic base for UN interventions.
  • Promoting Results Based Management in the implementation of the CF, maintaining close linkages with the Planning, Monitoring, Evaluation and Learning (PMEL) Working Group in Islamabad.
  • Liaising with UN Provincial Programme Teams in joint planning and results reporting.
  • Ensuring effective coordination mechanisms are established and maintained on gender, youth, and disability inclusion.
  • Preparing and maintaining analytical mapping of UN work in the province with provincial government priorities.
  • Supporting provincial Accountability Affected Population (AAP) committees.
  • Coordinating with inter-agency forums and joint UN-Government forums to achieve intended results of the UNSDCF.
  • Tracking progress of decisions made in coordination forums. 1
  • Engaging and partnering with the Provincial Government on UN-wide priorities. 1
  • Organizing CF Programme Steering Committee meetings and regular interactions with the provincial government. 1
  • Liaising with humanitarian actors and coordinating humanitarian issues at the field level. 1
  • Facilitating knowledge management, advocacy, and communications of UN-wide results. 1
  • Managing a TEAMS co-working space for strategic UN documents. 1
  • Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Political Sciences, Social Sciences, Law, International Relations, or a related field. Alternatively, a first-level university degree (bachelor’s degree) combined with an additional two years of qualifying experience will be considered in lieu of the advanced degree. Applicants with a Master's degree are not required to have professional work experience, while those with a Bachelor's degree must have a minimum of two years of relevant experience at the national or international level in management advisory services or in the design, monitoring, and evaluation of development projects. Required skills include proficiency in office software packages, experience in joint planning and result-based management, and strong inter-coordination and team management experience in the UN or development sector organizations.

Educational Background:
The educational background required for this position includes an advanced university degree (master's degree or equivalent) in relevant fields such as Political Sciences, Social Sciences, Law, or International Relations. A first-level university degree (bachelor’s degree) may also be acceptable if accompanied by two years of relevant experience. This educational foundation is essential for understanding the complexities of development work and the coordination required between various stakeholders.

Experience:
The level of experience needed for this position varies based on educational qualifications. Applicants with a Master's degree are not required to have prior professional experience, while those with a Bachelor's degree must have at least two years of relevant experience in management advisory services or in the design, monitoring, and evaluation of development projects. Experience in coordinating humanitarian issues at the field level and strong inter-coordination and team management experience is also required, particularly within UN or development sector organizations.

Languages:
Fluency in English and Urdu is mandatory for this position. Knowledge of local languages such as Sindhi, Punjabi, Pashto, and Brohi is considered an advantage, as it can enhance communication and engagement with local stakeholders and communities.
