Job Overview:
The consultancy position is designed to support UIL in advancing lifelong learning policies and practices at both national and local levels. The consultant will play a crucial role in developing knowledge and training resources, facilitating national and regional engagement, and providing technical feedback on country outputs. The consultancy will focus on the implementation of the Greening Communities Guide and the development of capacity-building programs aimed at strengthening lifelong learning systems. The consultant will also coordinate the UNESCO Global Network of Learning Cities (GNLC) ESD Working Group, contributing to UIL's strategic objectives of fostering inclusive and sustainable lifelong learning systems worldwide. The role requires a proactive approach to engage with various stakeholders and ensure the effective dissemination of key resources related to lifelong learning.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including revising the ESD Online Course and supporting the coordination of the GNLC ESD working group. They will develop a hybrid workshop format for implementing the course and assist in organizing capacity-building webinars. The consultant will also contribute to the development of training packages for Recognition, Validation, and Accreditation (RVA) of non-formal and informal learning, and collaborate with partners to create online training for UNESCO Qualifications Passport evaluators. Additionally, the consultant will engage in the development of the Global Inventory of National and Regional Qualifications Frameworks and support the GNLC Academy's expansion and implementation of webinar series. Regular coordination of ESD working group meetings and the submission of various deliverables will be essential aspects of the role.

Required Qualifications:
Candidates must possess an advanced university degree (master's) in education, social sciences, development studies, global area/regional studies, or related fields. They should have at least three years of relevant work experience in education policy and capacity-building, particularly in designing training for policymakers in lifelong learning. Familiarity with Education for Sustainable Development (ESD) and Recognition, Validation, and Accreditation (RVA) practices in various countries is essential. Experience working with international city networks and collaborating on educational projects is also required. Strong drafting, communication, facilitation, and analytical skills are necessary for success in this role.

Educational Background:
An advanced university degree (master's) in relevant fields such as education, social sciences, or development studies is required for this consultancy position. This educational background will provide the necessary theoretical foundation and understanding of the complexities involved in lifelong learning systems and policies.

Experience:
The position requires a minimum of three years of relevant work experience in the field of education and lifelong learning policy. Candidates should have a proven track record of designing and implementing training programs for policymakers, as well as experience in working with international networks and projects in education. Familiarity with ESD and RVA practices is highly desirable, as is experience in capacity-building initiatives.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Additionally, fluency in Spanish is also required, as the consultant will be involved in developing materials and conducting training in both languages. Proficiency in other languages may be considered an asset but is not mandatory.
