Job Overview:
The Legal Officer position is a critical role within the Division of International Protection & Solutions (DIPS) at UNHCR. The incumbent will be responsible for conducting legal research in law" style="border-bottom: 1px dotted #007bff !important;">international law, particularly in the areas of international refugee law and human rights law. This role involves developing updated and consolidated guidance on international refugee law, aligning with the project’s internal research guidance. The Legal Officer will focus on criteria for determining refugee status under the 1951 Convention and its 1967 Protocol, as well as regional refugee law instruments. The position requires a strong understanding of legal frameworks and the ability to analyze complex legal issues, ensuring that UNHCR's legal guidance is accurate, comprehensive, and reflective of current practices and interpretations. The Legal Officer will work closely with the Project Coordinator and external partners, contributing to the development of legal documents and maintaining meticulous records of research findings and project activities.

Duties and Responsibilities:
The duties and responsibilities of the Legal Officer include:
  • Conducting desk-based documentary research to assess the current state of international refugee law and related areas, analyzing various sources including UNHCR and non-UNHCR materials.
  • Coordinating with external partners involved in research efforts.
  • Reviewing UNHCR’s legal guidance to identify inconsistencies and gaps, documenting findings comprehensively.
  • Drafting research notes, background papers, and discussion notes based on research outcomes and guidance from the Project Coordinator.
  • Maintaining accurate records of research findings, drafts, and the rationale behind legal guidance.
  • Documenting project activities and providing regular updates to the Project Coordinator.
  • Participating in regular meetings to discuss progress and challenges related to research topics.

Required Qualifications:
Candidates must possess a university degree in law, international law, refugee law, human rights law, or humanitarian law. Additionally, candidates should have 6 years of relevant experience with an undergraduate degree, 5 years with a graduate degree, or 4 years with a doctorate. In-depth knowledge of international refugee law and human rights law is essential, along with demonstrated legal research, analytical, and drafting skills. Attention to detail and the ability to draft legal guidance clearly and concisely in English are crucial. Excellent communication and interpersonal skills are required, as well as proficiency in legal research tools and the ability to work independently and collaboratively.

Educational Background:
The educational background required for this position includes a university degree in law or a related field such as international law, refugee law, human rights law, or humanitarian law. This foundational education is critical for understanding the complexities of legal frameworks and the rights of displaced persons.

Experience:
The position requires a significant level of experience in legal research and analysis, with a minimum of 6 years of relevant experience for candidates with an undergraduate degree. Candidates with a graduate degree should have at least 5 years of experience, while those with a doctorate should have a minimum of 4 years. This experience should include a strong focus on international refugee law and human rights law, as well as demonstrated skills in drafting legal documents and providing legal advice.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within UNHCR. Knowledge of other UN languages is desirable and can enhance a candidate's profile, particularly in a multilingual environment.
