Job Overview:
The Consultant on Disability Inclusion will play a crucial role in advancing the economic participation of persons with disabilities in the Arab region. This position involves conducting substantive research, developing technical papers, and preparing policy briefs that align with ESCWA's project objectives. The consultant will contribute to the preparation of survey questionnaires, conduct interviews, and document findings to inform policy dialogues and consultations. The overarching goal is to address the barriers faced by individuals with disabilities in the labor market and to promote inclusive employment policies. The consultant will also support capacity-building initiatives and contribute to the development of knowledge products that highlight best practices in disability inclusion.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks aimed at enhancing disability inclusion within ESCWA's framework. Key responsibilities include: conducting substantive research to produce needs assessment reports; developing technical papers and policy briefs on disability and economic empowerment; providing support for events, meetings, and webinars, including the preparation of background papers and documentation; facilitating capacity-building workshops for policymakers and stakeholders; mapping existing ESCWA resources related to disability inclusion; updating training materials for various stakeholders; compiling lessons learned from disability-inclusive projects; supporting the implementation of the UN Disability Inclusion Strategy; and performing additional duties as assigned.

Required Qualifications:
Candidates must possess a Master's degree in Social Science, Economics, Public Policy, or a related field. A Master's degree in Applied Economics is preferred. All applicants are required to submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, candidates should have at least five years of experience in data collection and research in social and economic development or related areas. Proficiency in statistical software, particularly STATA, is essential, along with strong econometric modeling skills to analyze labor market outcomes. Knowledge of forecasting methods and scenario analysis for policy design is also required. Relevant experience in the Arab region is necessary, and at least one year of experience in data analytics or a related field is desirable.

Educational Background:
A Master's degree in Social Science, Economics, Public Policy, or a related field is required for this position. A Master's degree in Applied Economics is considered an asset. Candidates must provide proof of their educational qualifications as part of the application process.

Experience:
The position requires a minimum of five years of experience in collecting and researching data across various areas of social and economic development. This experience should include substantial work related to disability inclusion and economic empowerment. Candidates with one year or more of experience in data analytics or related fields will have an advantage.

Languages:
Fluency in English and Arabic is mandatory for this position, as these are the working languages of ESCWA. Candidates must demonstrate proficiency in all four areas of language use: speaking, reading, writing, and understanding. Knowledge of French is beneficial but not required.

The position is expected to last for a duration of five months. The consultant will work at the UN-House, ESCWA in Beirut.
