Job Overview: The Protection Research and Information Management Officer will play a crucial role in leading the development and expansion of the Rights Mapping and Analysis Platform (RiMAP) and the Refworld Global Law and Policy Database. This position is integral to enhancing UNHCR's supervisory function and facilitating legal analysis to strengthen protection for refugees, internally displaced persons (IDPs), and stateless individuals. The officer will coordinate content and technical development, ensuring that both platforms work in harmony to advance UNHCR's mission. The role requires collaboration with various internal and external stakeholders, including academic institutions and pro bono law firms, to expand the content and impact of these platforms. The officer will also be responsible for developing communication strategies to promote RiMAP and Refworld, engaging donors for funding, and ensuring that the platforms are effectively utilized to support legal analysis and decision-making processes.
Duties and Responsibilities: The officer's duties include coordinating the development and integration of RiMAP and Refworld, overseeing technical development and usability improvements, leading content management and expansion for both platforms, and fostering partnerships with internal and external stakeholders. Specific responsibilities involve managing the content development for various rights categories, ensuring the integration of legal frameworks, maintaining and expanding the collections in Refworld, and developing communication strategies to promote the platforms. The officer will also engage in resource mobilization efforts to secure funding for the platforms' maintenance and innovation, and will be responsible for monitoring progress and achieving measurable outputs related to the development of RiMAP and Refworld.
Required Qualifications: Candidates must possess a Bachelor’s degree or an advanced degree (Masters or Doctorate/PhD) in law or a related field. They should have significant work experience in law and policy analysis, with a minimum of 6 years if holding a Bachelor’s degree, 5 years with a Master’s degree, or 4 years with a Doctorate/PhD. Excellent analytical skills are essential, along with experience in digital platforms and information management systems. Candidates should demonstrate strong organizational and coordination skills, the ability to work independently in a fast-paced environment, and experience in partnership building and collaborative projects. Familiarity with fundraising and donor management is also required.
Educational Background: The educational background required for this position includes a Bachelor’s degree in law or a related area of study. An advanced degree such as a Master’s or Doctorate/PhD is preferred and may reduce the required years of work experience. The educational qualifications should provide a strong foundation in legal principles and frameworks relevant to international protection and human rights.
Experience: The position requires a substantial level of experience in law and policy analysis, specifically 6 years with a Bachelor’s degree, 5 years with a Master’s degree, or 4 years with a Doctorate/PhD. Candidates should have a proven track record of developing analytical frameworks, collecting and analyzing data, and engaging with IT teams and software developers. Experience in managing multi-phase projects and working with diverse stakeholders is crucial for success in this role.
Languages: Fluency in English is mandatory for this position. Proficiency in Spanish and/or French is considered an asset, as it would enhance communication with a broader range of stakeholders and partners.
