The United Nations Office for Disaster Risk Reduction (UNDRR) was established in December 1999 and serves as the focal point within the United Nations system for coordinating efforts aimed at reducing disasters. Job Overview:
The Programme Management Officer - Partnerships position is integral to the UNDRR's resource mobilization strategy. The incumbent will work under the supervision of the Head of External Relations Unit and the Chief of the Intergovernmental Processes, Interagency Cooperation and Partnerships Branch. The primary functions of this role include developing and implementing fundraising and partnership strategies aimed at securing financial support for UNDRR's program objectives. This involves conducting thorough research and analysis to identify potential funding sources and partnership opportunities, as well as cultivating and maintaining relationships with philanthropic foundations and corporate partners. The officer will be responsible for preparing tailored proposals and presentations that align with the strategic interests of donors, ensuring effective follow-up and timely reporting. The role also requires strategic alignment between UNDRR's work program and fundraising initiatives, monitoring the implementation of the Resource Mobilization Strategy, and representing UNDRR at inter-agency meetings and seminars. The incumbent will also analyze disaster risk reduction-related data to identify trends and provide insights for data-driven decision-making.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer - Partnerships include:
  • Developing and implementing fundraising and partnership strategies targeting foundations, private sector entities, and international financial institutions to support UNDRR program objectives.
  • Conducting research and analysis, including donor mapping, to identify potential funding sources and partnership opportunities.
  • Cultivating and maintaining relationships with philanthropic foundations and corporate partners to build partnerships and secure financial contributions.
  • Facilitating the development of funding agreements and preparing tailored proposals, concept notes, and presentations for private sector and foundation donors.
  • Ensuring strategic alignment between UNDRR’s work program and fundraising initiatives, identifying synergies with donor priorities.
  • Monitoring the implementation of the UNDRR Resource Mobilization Strategy and related plans of action.
  • Reporting on progress in implementing the Resource Mobilization Strategy and meeting funding targets.
  • Representing UNDRR at inter-agency meetings and seminars on resource mobilization and partnership initiatives.
  • Collecting and analyzing disaster risk reduction-related data to identify trends and provide insights for decision-making. 1
  • Performing additional duties as required.

Required Qualifications:
The required qualifications for the Programme Management Officer - Partnerships position include a strong understanding of theories, concepts, and approaches relevant to disaster risk reduction, climate change adaptation, and resource mobilization. The candidate must possess the ability to analyze and interpret data to support decision-making and convey information effectively to management. A human rights- and gender-based approach is essential, as is the ability to identify and resolve issues. The candidate should have conceptual analytical and evaluative skills for conducting independent research and analysis, as well as the ability to apply judgment in various assignments. Professionalism, planning and organizing skills, and creativity are also critical competencies for this role.

Educational Background:
An advanced university degree in business or public administration, finance, law, development, international relations, or a related area is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
Candidates must have a minimum of five (5) years of progressively responsible experience in program management, resource mobilization, partnership building, administration, budget, finance, or a related field. Experience in disaster risk reduction, particularly related to the Sendai Framework, is required. Additionally, experience in drafting donor proposals and reports is essential. Desirable experience includes mobilizing resources with donors and/or the private sector in the context of disaster risk reduction, as well as building strategic partnerships with member states, foundations, and international financial institutions. Two (2) years of experience in data analytics or related areas is also desirable.

Languages:
The working languages of the United Nations Secretariat are English and French. For this job opening, proficiency in English is required. Knowledge of either French, Spanish, Arabic, Chinese (Mandarin), or Russian is desirable, with specific language skills assessed according to the UN Language Framework.
