The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. Job Overview:
The Finance and Budget Assistant (Cashier) position is a temporary role within the Finance and Budget Section of the United Nations Support Office in Haiti. The incumbent will be responsible for supporting treasury operations and cash management, preparing cost estimates and budget proposals, and assisting with the administration and monitoring of extra-budgetary resources. The role requires collaboration with program and fund center managers to ensure compliance with UN regulations and effective use of financial resources. The Finance and Budget Assistant will also prepare budget performance reports, provide financial interpretations, and support year-end reviews of budget implementation. This position is crucial for maintaining financial integrity and supporting the mission's operational effectiveness.

Duties and Responsibilities:
  • Support treasury operations and cash management, including preparation of cost estimates and budget proposals.
  • Assist program/fund center managers in elaborating resource requirements for budget submissions.
  • Monitor extra-budgetary resources and ensure compliance with regulations and policies.
  • Review budget utilization and provide timely information to mission management.
  • Prepare budget performance reports and ensure accurate data from program/fund center managers.
  • Support year-end reviews of budget implementation.
  • Provide financial advice and corrective actions in response to audits.
  • Maintain the fixed asset register.
  • Perform analysis and reporting on financial and operational performance. 1
  • Ensure compliance with environmental policies and perform other duties as assigned.

Required Qualifications:
  • High school diploma or equivalent is required.
  • Technical or vocational certificate in accounting, finance, budget, business administration, public administration, or related fields is required.
  • A minimum of eight (8) years of progressively responsible experience in finance, budget, administration, or related areas is required.
  • Experience in cost management, budget formulation, financial monitoring, accounting, audit, or financial reporting is required.
  • Experience using ERP systems and generating reports on business intelligence is desirable.
  • Experience working with international or multi-national organizations is desirable.

Educational Background:
The position requires a high school diploma or equivalent as a minimum educational qualification. Additionally, a technical or vocational certificate in relevant fields such as accounting, finance, budget, business administration, or public administration is mandatory. This educational background is essential to ensure that the candidate possesses the necessary skills and knowledge to perform the financial and budgetary functions effectively.

Experience:
Candidates must have a minimum of eight (8) years of progressively responsible experience in finance, budget, administration, public administration, or business administration. This experience should encompass areas such as cost management, budget formulation, financial monitoring, accounting, audit, and financial reporting. Familiarity with ERP systems and experience in generating business intelligence reports are considered advantageous. Furthermore, experience working in international or multi-national organizations is also desirable, as it indicates the ability to navigate complex financial environments and adhere to diverse regulatory frameworks.

Languages:
For this position, proficiency in English and Spanish is required, as these are the working languages of the United Nations Secretariat. The candidate should possess a minimum required level of proficiency in both languages, as outlined in the UN Language Framework. Knowledge of French is also beneficial, as it is one of the official languages of the UN, but it is not mandatory for this specific role.
