Job Overview:
The SBC Consultant will play a crucial role in the introduction of the HPV vaccine in Lebanon, scheduled for rollout in 202
  • This position involves developing a capacity-building training package, conducting training sessions for frontline workers, and providing technical support to implementing partners for community engagement activities. The consultant will also be responsible for monitoring community feedback and documenting lessons learned throughout the process. The role requires a strong focus on social and behavior change communication, risk communication, and community engagement, particularly in the context of immunization demand generation and vaccine introduction.

Duties and Responsibilities:
  • Development of Capacity Building Training Package/Manuals: Draft and validate training manuals, curricula, job aids, and tools for IPC, CE, and rumor management capacity building. Finalize training package/manuals validated with UNICEF/MoPH/WHO.
  • Training of Frontline Workers: Conduct 12 Training of Trainers (ToT) sessions and support cascade training sessions for frontline workers, community health workers (CHWs), and other stakeholders. Ensure that 300 frontline workers are trained and that the training package is finalized.
  • Technical Support to Implementing Partners: Provide guidance and oversight to selected partners on planning, messaging, mobilization, and reporting of SBC-CE activities. Ensure that SBC-CE activities reach 10,000 people directly and 100,000 through mass/social media.
  • Rumor Monitoring & Feedback: Collect and analyze rumors and community feedback, producing regular reports for the HPV Taskforce.
  • Documentation & Final Reporting: Compile lessons learned and prepare a final technical report and presentation with recommendations for future SBC-CE work on immunization.

Required Qualifications:
  • Advanced university degree in Public Health, Social/Behavioral Sciences, Development Communication, Community Engagement, or a related field.
  • At least 4-5 years of professional experience in Social & Behavior Change, risk communication, and community engagement, with a strong focus on field-level implementation and training support.
  • Experience in immunization demand generation and/or new vaccine introduction is strongly preferred.
  • Proven ability to deliver trainings (ToT and cascades) and coach frontline workers, CHWs, and mobilizers.
  • Experience in providing technical support to NGOs/CBOs and monitoring community-based activities.
  • Strong facilitation, coordination, and reporting skills.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as Public Health, Social/Behavioral Sciences, Development Communication, or Community Engagement. This educational background is essential for understanding the complexities of community health initiatives and effective communication strategies.

Experience:
The position requires a minimum of 4-5 years of professional experience in areas related to Social & Behavior Change, risk communication, and community engagement. Candidates should have practical experience in field-level immunization demand generation and community engagement implementation, as well as experience in delivering training and providing technical support to community-based organizations.

Languages:
Fluency in English and Arabic, both spoken and written, is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse communities.

This consultancy role is not considered a staff position under UNICEF's regulations and does not entitle candidates to benefits such as leave entitlements or medical insurance. Selected candidates will be responsible for their tax liabilities and must ensure that their visa and health insurance are valid for the duration of the contract. Candidates must also confirm their fully vaccinated status against COVID-19 with a WHO-endorsed vaccine, unless they are working remotely and not interacting with UNICEF's programs or communities.
