Job Overview:
The consultant will lead the development and implementation of the data components and urban observatory system for the 'Harnessing Property Rights: Building Resilience of Local Government and Women and Youth Informal Traders in Greater Busia Metro' project. This role involves establishing a fully operational Greater Busia Metro Urban Observatory that will deliver standardized urban data, integrated geospatial and statistical analytics, and an online data portal. The consultant will work closely with the Data and Analytics Unit (DAU) to ensure that the observatory meets the needs of local authorities and informal traders, particularly women and youth, by providing evidence-based planning and improved governance. The project aims to enhance cross-border economic resilience and support tenure reforms through comprehensive data collection and analysis.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:
  • Urban Observatory Framework: Designing and implementing governance structures, obtaining GUO-Net certification, and institutionalizing the mission and objectives of the observatory.
  • Indicator Development & Data Strategy: Creating a data collection and integration plan, localizing the UMF indicator matrix for Greater Busia Metro, and identifying core indicators related to land tenure security" style="border-bottom: 1px dotted #007bff !important;">security and gender equity.
  • Data Platform Development and Geospatial Analysis: Developing an interactive GIS-enabled dashboard, integrating geospatial data with other datasets, and producing geo-visualizations to support policy recommendations.
  • Capacity Building & Stakeholder Engagement: Facilitating training sessions for local government and informal traders, and promoting multi-stakeholder collaborations.
  • Monitoring, Evaluation, and Reporting: Developing an M&E framework, producing technical reports, and compiling an annual State of GBM report to track progress towards SDG 11 and NUA implementation.

Required Qualifications:
Candidates must possess an advanced degree in urban planning, geography, statistics, data science, social science, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Additionally, a minimum of 5 years of experience in urban data systems, statistical observatories, or urban monitoring is required. Proven experience in developing geospatial platforms and urban dashboards, as well as applying geospatial analysis models, is essential for this role.

Educational Background:
The position requires an advanced degree in a relevant field such as urban planning, geography, statistics, data science, or social science. Candidates with a first-level university degree and significant relevant experience may also be considered. This educational background is crucial for understanding the complexities of urban data systems and the methodologies used in urban monitoring and analysis.

Experience:
The consultant should have at least 5 years of professional experience in urban data systems, statistical observatories, or urban monitoring. This experience should include a proven track record in developing geospatial platforms and urban dashboards, as well as applying various geospatial analysis models to inform decision-making processes. The candidate should be adept at working with diverse stakeholders and have a strong understanding of urban governance and planning.

Languages:
Fluency in English is required for this position. Proficiency in additional languages may be beneficial but is not mandatory. The ability to communicate effectively in English is essential for collaboration with international teams and stakeholders.

Additional Notes:
The position is expected to last for 12 months, and the consultant will work under the direct supervision of the project manager. The role involves close collaboration with the Data and Analytics Unit (DAU) and other stakeholders in the Greater Busia Metro area.
