Job Overview: The ET Consultant - GFF Country Coordinator position is integral to the World Bank's Human Development Practice Group, which focuses on health, education, social protection, and gender issues. The role involves working closely with governments to develop and implement prioritized national health plans aimed at improving health outcomes for women, children, and adolescents. The consultant will be responsible for coordinating various analytical works, supporting the government in monitoring expenditures, and facilitating stakeholder engagement to ensure alignment with the Global Financing Facility (GFF) objectives. The position requires a proactive approach to problem-solving and the ability to work across multiple sectors to achieve the World Bank's goals of Universal Health Coverage and improved health outcomes.
Duties and Responsibilities: The consultant's duties include organizing and supporting analytical work for the Investment Case, assisting the GFF Government Focal Point in finalizing the Investment Case and Results Framework, and monitoring government expenditures related to health priorities. The consultant will also support the establishment of a country platform for GFF engagement, coordinate multistakeholder meetings, and produce communication materials to inform stakeholders about GFF processes. Additionally, the consultant will provide logistical support for GFF missions, collaborate with GFF specialists, and assist in the development of country engagement strategies. The role requires strong organizational skills, the ability to manage multiple tasks, and effective communication with various stakeholders.
Required Qualifications: Candidates must possess a Master's Degree in a relevant field such as Public Health, Public Administration, or Economics, along with at least 10 years of experience in health systems strengthening or related areas. Demonstrated experience in stakeholder engagement, effective coordination, and leadership is essential. The consultant should have strong organizational skills, the ability to analyze data for decision-making, and proficiency in problem-solving and conflict management. Excellent written and verbal communication skills in English are mandatory, with the ability to adapt messages for different audiences. Knowledge of GFF-related systems and experience in reproductive, maternal, newborn, child, and adolescent health is advantageous.
Educational Background: A Master's Degree in a relevant field is required for this position. Fields of study may include Public Health, Public Administration, Health Economics, or other related disciplines that align with the objectives of the Global Financing Facility.
Experience: The position requires a minimum of 10 years of relevant work experience, particularly in areas related to reproductive, maternal, newborn, child, and adolescent health, as well as health systems strengthening. Candidates should have a proven track record of effective coordination and stakeholder engagement, including experience working with government entities, donors, and civil society organizations.
Languages: Proficiency in English is mandatory for this role, as it involves communication with various stakeholders and the preparation of reports and materials. Knowledge of French is preferred, as it may enhance communication with local partners and stakeholders in Senegal.
