Job Overview: The Programme Policy Consultant (EPR Team Lead) position is crucial for leading the Emergency Preparedness & Response Unit at WFP in Juba, South Sudan. The consultant will oversee a team responsible for managing crisis response activities, which are part of WFP's South Sudan Country Strategic Plan. This role involves providing technical advice on the design and implementation of food assistance programs, ensuring alignment with WFP's objectives and compliance with corporate policies. The consultant will also be responsible for coordinating cross-functional workstreams, managing the delivery of food assistance, and contributing to knowledge management within the Emergency Unit. The position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders, including government entities and other humanitarian organizations. The consultant will also be expected to represent WFP in operational coordination forums and contribute to resource mobilization efforts.
Duties and Responsibilities:
Provide technical advice on the design of food assistance programs under crisis response, including assessment phases, objectives refinement, targeting, and activity selection.
Manage the delivery and performance of food assistance programs, including tracking commodities and preparing cash distribution schedules.
Coordinate cross-functional workstreams across Country Office units to support crisis response interventions.
Research and incorporate current knowledge on technological developments in crisis response.
Advise management on program policy compliance and develop practices that align with corporate policies.
Document key business processes and best practices for knowledge management.
Develop systems to produce timely and high-quality operational data.
Draft donor reports and corporate planning documents, ensuring timely and appropriate data presentation.
Establish collaborative relationships with governmental actors and other partners, identifying opportunities for collaboration and capacity-building. 1
Contribute to resource mobilization efforts through proposal preparation and articulation of food insecurity contexts. 1
Lead a team to deliver on an agreed portfolio, promoting teamwork and professional development. 1

Required Qualifications: Candidates must possess an advanced university degree in relevant fields such as agriculture, public health, social sciences, or international affairs. Alternatively, a university degree with additional years of related work experience or training is acceptable. The position requires a minimum of 6 years of professional experience in emergency assistance design and management for master's degree holders, or 8 years for bachelor's degree holders. At least 1 year of experience in a hardship, non-family duty station is also required. Specific knowledge in areas such as relief to resilience programming, food insecurity analysis, and cash-based modalities is essential. Project management certification is preferred, along with a general knowledge of the UN system.
Educational Background: An advanced university degree is required in disciplines such as agriculture, land/water resource management, environment, public health, social sciences, disaster risk management, international affairs, law, or business management. A bachelor's degree with additional relevant experience is also acceptable.
Experience: The position requires significant experience in emergency assistance, with at least 6 years for master's degree holders and 8 years for bachelor's degree holders. Experience must include designing, coordinating, and managing emergency assistance at the country or field level, preferably within a UN organization or NGO. Additionally, candidates should have at least 1 year of experience in a hardship, non-family duty station.
Languages: Advanced proficiency in English (Level C) is mandatory for this position. Proficiency in additional languages may be beneficial but is not specified as a requirement.
Additional Notes: This position is classified as an International Consultancy - CST level 2 and is expected to last for 11 months, subject to renewal based on performance and budget availability.
