The Climate and Clean Air Coalition (CCAC) is a partnership that includes governments, intergovernmental organizations, and representatives from the private sector, environmental community, and civil society. Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. Job Overview:
The CCAC National Consultant for Guatemala will play a crucial role in supporting the Ministry of Environment and Natural Resources (MARN) in enhancing interministerial coordination and effective communication among stakeholders. The consultant will be responsible for facilitating the development of specific outputs within the framework of the CCAC project aimed at creating a national SLCP plan and methane roadmap. This position requires close collaboration with the Stockholm Environment Institute (SEI) and the CCAC Focal Point to ensure that deliverables align with both MARN and CCAC requirements. The consultant will also promote collaboration across various sectors, including air quality, health, and waste management, while overseeing the implementation of the methane roadmap and strengthening air quality regulations in Guatemala. The consultant will be embedded within MARN and will report directly to the CCAC Secretariat, ensuring that all deliverables are validated by the CCAC Focal Point.

Duties and Responsibilities:
The National Consultant will be tasked with several key responsibilities, including: (1) Developing specific outputs for the CCAC project 'GT-24-001' to create a national SLCP plan and methane roadmap in collaboration with SEI and the CCAC Focal Point. (2) Ensuring the participation and support of relevant government institutions in implementing the roadmap to enhance mitigation measures for SLCPs, including securing backing from high-level political actors. (3) Contributing to the capacity building of government institutions to develop and implement SLCP mitigation strategies based on the CCAC’s integrated approach. (4) Proposing strategies to integrate SLCP mitigation actions into national processes and plans, including the incorporation of SLCP emission calculations into national MRV systems. (5) Identifying funding opportunities for implementing the roadmap and improving SLCP mitigation actions. (6) Recommending actions to raise national awareness about SLCPs. (7) Ensuring Guatemala remains an active partner in the CCAC and benefits from the Coalition's resources and support.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in environmental sciences, climate policy, economics, chemistry, politics, international relations, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of five years of professional experience in areas relevant to climate change and air pollution, as well as environmental and climate policy, is required. Knowledge of national policies regarding climate change mitigation and air pollution is essential, along with a solid understanding of SLCPs and related issues in Guatemala. Excellent communication skills, both written and oral, are necessary, as is proven experience in preparing technical reports and stakeholder engagement materials related to climate change and air pollution.

Educational Background:
The position requires an advanced university degree (Master’s or equivalent) in relevant fields such as environmental sciences, climate policy, economics, chemistry, politics, or international relations. A first-level university degree may be accepted if accompanied by additional qualifying experience, emphasizing the importance of formal education in understanding complex environmental issues.

Experience:
Candidates should have at least five years of professional experience in fields related to climate change, air pollution, and environmental policy. This experience should include working with government entities or international development partners in the environmental or climate sector, demonstrating a strong background in addressing climate change and air pollution challenges.

Languages:
Fluency in oral and written Spanish is mandatory for this position, as it is essential for effective communication with local stakeholders and government officials. Additionally, fluency in oral and written English is desired, which would facilitate collaboration with international partners and access to global resources and information.

Additional Notes:
The position is expected to last for 12 months, embedded within the Ministry of Environment and Natural Resources (MARN) in Guatemala City. The consultant will work full-time and will be involved in various capacity-building activities, including training sessions and workshops aimed at enhancing national capabilities for SLCP mitigation.
