Job Overview: The consultant will play a crucial role in coordinating the planning, implementation, monitoring, and reporting of the outcome 4 component of the ROOSC project. This position requires close collaboration with state and local governments, education institutions, and various stakeholders to ensure that project activities are executed effectively. The consultant will be responsible for regular monitoring and reporting, which includes field visits and data collection. The role also involves providing technical assistance for learning assessments, capacity building for Civil Society Organizations (CSOs), and supporting the development of local education sector operational plans. Additionally, the consultant will assist the ROOSC project management unit in conducting project monitoring, evaluation, and learning activities, ensuring alignment with government strategies and priorities. The consultant will also support the implementation of other UNICEF education programs aimed at improving access to education and enhancing the quality of learning.
Duties and Responsibilities:
Coordinate the planning, implementation, monitoring, and reporting of the outcome 4 component of the ROOSC project, ensuring collaboration with relevant stakeholders.
Provide technical and administrative support for project activities, including budget analysis, capacity building of CSOs, and education data management.
Conduct regular project monitoring through field visits and data collection to ensure adherence to project goals.
Support the ROOSC project management unit in conducting project monitoring, evaluation, and learning, including overseeing the execution of the MEL plan.
Assist in the production of quarterly and annual project reports, consolidating data from various components.
Support the implementation of UNICEF education programs in alignment with government strategies, focusing on improving access and quality of education.
Develop monitoring reports on education access interventions and foundational literacy and numeracy model implementations.
Required Qualifications: The position requires an advanced university degree in education, international development, social sciences, or other relevant fields. Candidates must have at least five years of experience in supporting government agencies with planning, implementation, monitoring, and reporting of development projects. Demonstrated expertise in providing training and coaching to government officers in project management is essential. Experience in managing projects in emergency contexts and working with UNICEF or international organizations is highly desirable. Additionally, candidates should have experience with development projects funded by international donors and possess strong written and oral communication skills in English.
Educational Background: Candidates must hold an advanced university degree in education, international development, social sciences, or a related field. This educational background is crucial for understanding the complexities of educational systems and development projects, particularly in a humanitarian context.
Experience: A minimum of five years of relevant experience is required, particularly in supporting government agencies in the planning, implementation, monitoring, and reporting of development projects. Candidates should have a proven track record of managing and coordinating projects, especially in emergency contexts, and experience working with UNICEF or other international organizations is preferred.
Languages: Fluency in English is mandatory, with strong written and oral communication skills. Additional language skills may be beneficial but are not specified as mandatory.
