Job Overview: The Procurement Officer will play a crucial role in the coordination and implementation of the procurement process at the Katsina Sub-Office and the broader Mission in Nigeria. This position requires the incumbent to manage the procurement lifecycle, which includes obtaining quotations, tendering, purchasing, and ensuring the delivery of supplies and services in compliance with IOM’s procurement policies and procedures. The officer will be responsible for receiving and processing Purchase Requisition Forms, assisting requesting units in defining their requirements, and preparing objective evaluation criteria for bids. The role also involves soliciting quotations, preparing Bids Analysis Summaries, issuing Purchase Orders through the WAVE Oracle system, and ensuring that all procurement activities are conducted transparently and in accordance with IOM rules. The Procurement Officer will also coordinate the preparation of contracts, participate in negotiations, and monitor the implementation of contracts to ensure compliance with standards and timelines. Additionally, the officer will maintain a price list database and conduct post-evaluation checks on selected bidders, ensuring timely delivery of goods and services while keeping project staff informed of the status of deliveries.
Duties and Responsibilities:
Coordinate and implement the procurement process, including obtaining quotations, tendering, purchasing, and deliveries of supplies/services.
Ensure Purchase Requisition Forms are fully endorsed prior to procurement.
Assist requesting units in defining requirements and provide market information on products.
Prepare objective evaluation criteria for bids and ensure they are included in solicitation documents.
Solicit quotations/proposals and prepare Bids Analysis Summaries in accordance with Purchase Requisition Forms.
Issue Purchase Orders through WAVE Oracle and ensure delivery to vendors.
Organize and facilitate Pre-Bid Conferences and guide the Bids Evaluation and Awards Committee.
Ensure compliance with IOM Procurement Rules and Regulations.
Provide monthly checklists on Open Purchase Orders and follow up for timely closure. 1
Coordinate contract preparation and follow up with the legal department for review. 1
Participate in negotiations with contracted firms and monitor contract implementation. 1
Ensure proper asset management practices are followed in WAVE Oracle. 1
Maintain a price list database and provide price estimates to requesting departments. 1
Conduct post-evaluation checks of shortlisted bidders. 1
Follow up with suppliers for timely delivery and coordinate with receiving units for satisfactory delivery notes. 1
Develop Key Performance Indicators for supplier performance and ensure fleet and generator maintenance records are accurate. 1
Perform any other duties as required.
Required Qualifications:
University Degree in Business Administration, Purchasing & Supply, or a related field from an accredited institution.
At least two years of experience in Supply Chain Management.
Skills in conducting local/international procurement, clearing & forwarding, and knowledge of government laws and regulations.
Familiarity with IOM Procurement and Logistics policies.
Proficiency in Oracle and common software applications such as Word, Excel, PowerPoint, and Access.
Demonstrated integrity in performing assigned responsibilities.
Educational Background: A University Degree in Business Administration, Purchasing & Supply, or a related field is required. The degree must be from an accredited academic institution recognized by UNESCO's World Higher Education Database.
Experience: The position requires at least two years of experience in Supply Chain Management. Candidates should have skills and knowledge in local and international procurement processes, clearing and forwarding, and an understanding of government regulations related to procurement. Experience with IOM's procurement and logistics policies is highly desirable, as is familiarity with Oracle software and common office applications.
Languages: Fluency in English (oral and written) is required for all applicants. Proficiency in IOM’s official languages, which include French and Spanish, is considered an asset and will be evaluated during the selection process.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Nigeria will be considered. The appointment is contingent upon funding confirmation and medical fitness certification. Recommended candidates may remain eligible for similar positions for 24 months.
