Job Overview: The position is part of the OSS Operations Support Staff team, which has been established to strengthen SI's operations. Members of the OSS team are mobilized for missions ranging from 2 weeks to 3 months at SI country offices, depending on strategic priorities. These priorities include covering strategic gaps and providing technical support to existing country offices (1 to 3 months), supporting diagnostics and the opening of bases and programs in existing country offices (2 weeks to 1.5 months), and diagnosing and opening new country offices (2 weeks to 1.5 months). As delegates of the headquarters, OSS members represent the organization during their deployments and play a key role in upholding SI's mandate and procedures in the assigned country offices. The OSS deployment is supervised by the Program Quality and Expertise Service, and when deployed, the OSS member works under the responsibility of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director or the relevant Regional Director.
Duties and Responsibilities: The OSS SERA leads and coordinates the SERA department at the country office where they are deployed. During deployments, in alignment with the organization's mandate and overall strategy, the OSS SERA supports the implementation of SI's humanitarian strategy by overseeing the technical SERA departments and providing technical and methodological support to program teams. The OSS SERA is responsible for ensuring the application of SI's MEAL standards for implementing programs that are need-driven, demonstrably impactful, and adaptable to changing contexts. Key responsibilities include: providing methodological support to program teams on technical issues related to SERA; ensuring the quality and relevance of internal monitoring and evaluation activities conducted, recommendations made, and analyses produced (maps, studies, etc.) by their department; supporting the training of program teams in their areas of expertise; contributing to the development of SI's strategy by proposing a support strategy for programs regarding monitoring, evaluation, and integration of cross-cutting issues (gender, protection, accountability, do-no-harm, community participation, disability inclusion, etc.). Depending on the needs of the country offices, the OSS SERA may also take on the role of SERA Manager.
Required Qualifications: Candidates must possess a Master's degree in social sciences, humanitarian studies, or international development. They should have at least 3 years of experience in an international humanitarian NGO, including at least 1 year in a similar position (S&E or SERA). Experience in team management and capacity building/training is also required.

Languages: Fluency in French and English is mandatory, with a very good level in reading, writing, and speaking. Proficiency in additional languages such as Arabic or Spanish is considered a plus.
Additional Notes: The position is a permanent expatriate contract with a managerial status. The salary is calculated based on the expatriate salary scale, starting from 2600 euros per month. Per diem and accommodation are covered during deployments, and employees are entitled to one day off for each weekend spent in the field, along with 25 days of paid leave. There are no RTT (reduction of working time) days. Health insurance, life insurance, and repatriation coverage are fully provided. The location is flexible (France or abroad) outside of deployment periods.
