Job Overview: The National Consultant for the Migration, Environment, and Climate Change (MECC) Policy Review will play a pivotal role in assessing and enhancing Thailand's policy landscape regarding human mobility in the context of climate change and environmental challenges. This position involves conducting a comprehensive review of existing laws, policies, and strategies related to migration, environment, and disaster risk reduction. The consultant will analyze institutional arrangements and coherence, identifying gaps and opportunities for better integration of human mobility considerations into national climate and development frameworks. The ultimate goal is to generate actionable recommendations that support Thailand's efforts towards a more coordinated, evidence-informed, and inclusive approach to migration and climate governance. The consultant will work closely with IOM Thailand's Migration Data and Research Unit (MDRU) and contribute to the project "Resilient Futures – Addressing Climate Mobility in Southeast Asia."
Duties and Responsibilities: The consultant's duties will include mapping and reviewing existing legislation, policies, strategies, and institutional mandates related to migration, environment, climate change, and disaster risk reduction. They will assess how human mobility dimensions are addressed within these frameworks, analyze institutional coordination mechanisms, and identify barriers to policy coherence. The consultant will conduct consultations and interviews with key stakeholders to validate findings and gather inputs on institutional arrangements. They will develop practical recommendations to enhance policy integration and inter-agency coordination, ensuring alignment with international frameworks such as the UNFCCC and the Sendai Framework. The consultant will also be responsible for producing various deliverables, including inception reports, policy review reports, and presentations summarizing key findings and recommendations.
Required Qualifications: Candidates must possess a Master's degree or higher in Social Sciences, such as Migration Studies, Economics, International Relations, Development Studies, Environmental Studies, or a related field from an accredited academic institution. A background that combines policy analysis, governance, and environmental or climate studies is advantageous. Additionally, candidates should have a minimum of 8 years of experience in policy analysis, policy review, or governance assessments, ideally with a focus on MECC. Proven expertise in mapping and analyzing legislation, policies, and institutional frameworks is essential, along with experience engaging with government agencies and national stakeholders, preferably in Thailand or Southeast Asia. Familiarity with international frameworks such as the UNFCCC, Sendai Framework, 2030 Agenda, and GCM is highly desirable.
Educational Background: The educational background required for this position includes a Master's degree or higher in relevant fields such as Social Sciences, Migration Studies, Economics, International Relations, Development Studies, Environmental Studies, or similar disciplines. Candidates with a strong foundation in policy analysis, governance, and environmental or climate studies will be preferred, as these areas are critical for understanding the complexities of migration in the context of climate change.
Experience: The position requires a minimum of 8 years of relevant experience in policy analysis, policy review, or governance assessments, with a specific focus on migration, environment, and climate change. Candidates should have a proven track record of mapping and analyzing legislation, policies, and institutional frameworks, as well as experience working with government agencies and national stakeholders. Familiarity with international frameworks related to climate change and migration is also highly desirable, as it will enhance the consultant's ability to provide informed recommendations.
Languages: Fluency in Thai and English, both oral and written, is mandatory for this position. The ability to prepare bilingual materials and communicate effectively with diverse stakeholders is essential. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This consultancy position is classified as Category B and is expected to produce tangible and measurable outputs. The consultant will work under the supervision of the Head of the Migration Data and Research Unit (MDRU) and will be required to develop a detailed work plan and timeline for the consultancy. The consultancy will involve stakeholder consultations and may require travel within Thailand. IOM will provide technical guidance, access to relevant documentation, and support in facilitating engagement with government counterparts and partners. The contract duration and specific deliverables will be outlined in the work plan, with performance indicators established to evaluate the quality and timeliness of the consultant's outputs.
