The Cash Consortium of Sudan (CCS), initiated in 2023, is a collaborative effort led by Mercy Corps, involving multiple international partners and local NGOs to enhance the effectiveness of cash assistance in Sudan.
Job Overview: The Consultant will be responsible for designing a Referral Information Management System (RIMS) aimed at improving access to services for vulnerable populations in Sudan. The primary goal is to create efficient and accountable referral pathways that facilitate timely access to necessary services. The consultant will conduct a scoping mission to assess the current referral landscape, identify gaps, and design a system that integrates with existing platforms, ensuring adherence to data protection standards. This role requires collaboration with various stakeholders, including national and international partners, to ensure the system meets the needs of the Cash Consortium of Sudan and aligns with broader humanitarian response efforts.
Duties and Responsibilities: The Consultant's duties include conducting a comprehensive review of existing referral management systems in Sudan, identifying gaps and opportunities for improvement. They will select a platform that allows interoperability with existing systems, develop referral pathway flows, and create Standard Operating Procedures (SOPs) and training materials. The consultant will also conduct training sessions for CCS partner staff, develop a detailed work plan with timelines and resource requirements, and draft templates for referral trend analysis. Deliverables include a mission report, referral pathway flow, SOPs, training documentation, and a final consultancy report summarizing key outputs and next steps.
Required Qualifications: Candidates must possess extensive experience in designing and managing information systems, particularly in humanitarian or development contexts. A strong understanding of data protection policies and the ability to integrate these into system design is essential. The consultant should have experience in training and capacity building for both technical and non-technical staff, as well as contextual knowledge of Sudan. Previous consultancy experience is highly desirable, and candidates should demonstrate a commitment to ethical practices in information management.
Educational Background: A relevant degree in information technology, data management, or a related field is required. Advanced qualifications or certifications in information systems design or management will be considered an asset.
Experience: The position requires significant experience in designing and managing information systems, with a focus on database architecture, data workflows, and case management structures. Previous experience in establishing referral information management systems is a strong advantage. Candidates should also have a proven track record of working in humanitarian or development settings, demonstrating an understanding of the unique challenges and requirements of these environments.
Languages: Fluency in written and spoken English is mandatory, while proficiency in Arabic is considered an asset. The ability to communicate effectively in both languages will enhance collaboration with local partners and stakeholders.
