Job Posting Organization: The Bureau of Administration and Services (ADB) is a pivotal entity within the International Civil Aviation Organization (ICAO), dedicated to the efficient and effective administrative management of the organization. Established to ensure high-quality physical and human resources, ADB applies the highest standards of work ethics and conduct while utilizing results-based management skills and tools. The organization plays a crucial role in supporting ICAO's Strategic Objectives, serving all stakeholders in the global aviation community. ADB oversees various administrative and management services, including human resources management, information management, web management, ICT services, building management, conference services, document and record management, language and publications services, secretariat services for the ICAO Assembly and Council, revenue-generating activities, and travel services. As part of ICAO's Transformation Objectives, ADB's Human Resources Branch leads strategic projects and initiatives aimed at transforming People and Culture within the organization, focusing on enhancing organizational agility, fostering a positive culture, and elevating employee engagement through the People First strategy.
Job Overview: The Talent Management Consultant/Specialist plays a vital role in supporting the implementation of key strategic projects and initiatives under the People First strategy. This position involves working closely with the Human Resources Specialist (Talent and Organization Development) to facilitate various aspects of talent management, including talent mobility, career development, employee engagement, and awards and recognition. The consultant/specialist will be responsible for researching, designing, and implementing frameworks and initiatives that align with organizational objectives and enhance the employee experience. This role requires a proactive approach to identifying opportunities for improvement and ensuring that HR practices are integrated seamlessly into the organizational culture. The consultant/specialist will also be expected to analyze data, prepare reports, and provide actionable insights to support decision-making processes within the organization.
Duties and Responsibilities: The Talent Management Consultant/Specialist will undertake several key functions, including:
Talent Mobility: Supporting the research, design, and implementation of the talent mobility framework and platform. This includes assisting in the revision of mobility-related policies, contributing to the implementation of the Talent Mobility Framework, administering the rollout of talent mobility pathways, conducting feasibility studies, and integrating talent mobility processes into existing HR policies.
Career Development: Supporting the design and delivery of career development initiatives, including career frameworks and guidance resources. Responsibilities include coordinating mentoring programs, organizing career development activities, providing administrative support for career consultations, and developing communication materials to promote awareness of career development opportunities.
Employee Engagement: Assisting in the design and implementation of initiatives that enhance employee engagement. This involves implementing an employee engagement framework, delivering global engagement surveys, analyzing engagement data, and supporting the development of action plans based on survey results.
Awards and Recognition: Supporting the development and implementation of a new Awards and Recognition Framework. This includes assisting in the selection and training of an A&R Committee, customizing the new platform, and launching the comprehensive A&R Programme.
Performing other related duties as assigned.
Required Qualifications: Candidates must possess an advanced-level university degree (Master's Degree or academic equivalent) in Human Resources or a related field. Additionally, certifications in talent management or organizational development (e.g., ATD, CIPD) are desirable. A minimum of five years of progressively responsible experience in human resources management is essential, along with experience in implementing end-to-end HR projects. Desirable qualifications include experience in talent mobility programs, talent marketplaces, succession planning initiatives, and workforce planning strategies, as well as an understanding of organization design principles and change management practices. Strong analytical and problem-solving skills are also required, with the ability to translate data into actionable insights.
Educational Background: The educational background required for this position includes an advanced-level university degree (Master's Degree or academic equivalent) in Human Resources or a related field. Candidates with additional certifications in talent management or organizational development (such as ATD or CIPD) will be viewed favorably, as these qualifications demonstrate a commitment to professional development and expertise in the field.
Experience: The position requires a minimum of five years of progressively responsible experience in human resources management (HRM). Candidates should have a proven track record of implementing end-to-end HR projects, showcasing their ability to manage complex HR initiatives effectively. Experience in specific areas such as talent mobility programs, talent marketplaces, succession planning initiatives, and workforce planning strategies is highly desirable. Furthermore, candidates should possess a solid understanding of organization design principles and change management practices, which are critical for driving successful HR transformations within the organization.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. Additionally, a working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is considered desirable, as it enhances communication and collaboration within the diverse international environment of ICAO.
Additional Notes: The duration of this consultancy assignment is 11 months, with the possibility of extension based on performance and organizational needs. Consultants are expected to adhere to the highest ethical standards and will be required to sign a Code of Conduct and an individual declaration of independence upon acceptance of the assignment. The daily rate for Band C varies from CAD 402 to CAD 578, reflecting the level of expertise and experience required for the role. It is important to note that ICAO does not charge any fees or request money from candidates at any stage of the selection process, ensuring a fair and transparent recruitment process.
