Job Overview:
The Area Programme Manager position at NRC is a pivotal role that involves overseeing the development, coordination, quality control, and implementation of the Monitoring and Evaluation (M&E) system for the North-East Ukraine area office. This position is crucial as NRC expands its operations in the region, particularly in Kharkiv and Sumy, where the new Area Office North-East (AONE) will be established. The Area Programme Manager will actively participate in scaling up the existing Kharkiv Field Office into a fully operational area office by February 202
  • The role requires a strong focus on ensuring that M&E plans and guidelines are effectively implemented, and that data collection and analysis are conducted in accordance with NRC's standards. The successful candidate will work closely with various stakeholders, including program teams, M&E units, and external partners, to enhance the quality of NRC's programming and ensure that the needs of affected populations are met through evidence-based interventions.

Duties and Responsibilities:
The Area Programme Manager will be responsible for a comprehensive set of duties, including but not limited to: adhering to NRC policies and guidelines; providing technical support for the implementation of M&E plans; supporting the M&E Coordinator in establishing and maintaining M&E systems; preparing and developing project reports for management and donors; ensuring proper documentation and filing of M&E-related documents; fostering efficient working relationships with various stakeholders; adhering to national legislation and NRC policies regarding data protection; contributing to the identification and design of protection responses; ensuring that M&E work plans and matrices are developed and updated; supporting the development of a data management system for M&E activities; leading data collection and analysis; ensuring timely reporting of monitoring data; delivering training sessions for program staff on M&E tools; maintaining accurate documentation related to the M&E system; and performing any other tasks as requested by the M&E Coordinator.

Required Qualifications:
Candidates must possess a minimum of 2 years of experience working in M&E within a humanitarian or recovery context. They should have a proven track record of documented results related to the responsibilities of the position. A good understanding of data and information needs for program management and decision-making is essential. Strong data interpretation and presentation skills are required, along with proficiency in MS Office packages, particularly Excel and Power BI. Fluency in Ukrainian is mandatory, while knowledge of the Russian language is considered an asset. A good level of English, both written and verbal, is also necessary for effective communication.

Educational Background:
The educational background required for this position includes a relevant degree in social sciences, statistics, or a related field. Candidates with advanced degrees or specialized training in monitoring and evaluation, data analysis, or humanitarian response will be given preference. Continuous professional development in M&E methodologies and tools is highly valued.

Experience:
The position requires candidates to have at least 2 years of relevant experience in monitoring and evaluation, particularly in complex and volatile contexts. Experience with database management, humanitarian information management, and conducting assessments or surveys is essential. Candidates should demonstrate their ability to handle sensitive and confidential data while adhering to data protection principles.

Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication with local stakeholders and beneficiaries. Knowledge of the Russian language is considered an asset, as it may facilitate communication in the region. A good command of English, both written and verbal, is also required to engage with international partners and stakeholders.

This position is full-time and is open to candidates who have the legal right to work in Ukraine. The planned start date for this role is February 202
