Job Overview:
The community mobilizer works in tandem with the Water, Hygiene, and Sanitation (EHA) Project Manager to implement projects aimed at improving living conditions in precarious housing sites. This role emphasizes beneficiary participation and accountability. The community mobilizer is involved in coordination, representation, and advocacy activities in the area. Responsibilities include conducting EHA diagnostics, interventions, and distributions. The mobilizer's mission is to engage beneficiaries, analyze social dynamics within the site, and propose risk mitigation solutions regarding privatization, monetization, or other forms of encroachment. The mobilizer may also mediate between institutional services and residents regarding living conditions, including municipal services, waste collection, and water services. Frequent travel across the Atlantic Zone, particularly in Nantes, Angers, and possibly Rennes, is required. The mobilizer may also participate in launching programs to combat menstrual poverty.

Duties and Responsibilities:
  • Implement community mobilization strategies in collaboration with the EHA Project Manager.
  • Engage with beneficiaries to understand their needs and perspectives.
  • Analyze social dynamics within intervention sites to identify potential risks and solutions.
  • Facilitate communication between residents and institutional services regarding living conditions.
  • Participate in the installation of sanitation infrastructure, such as showers and toilets, ensuring community involvement and ownership.
  • Conduct regular assessments of living conditions and service accessibility.
  • Advocate for the needs of beneficiaries with local authorities and partners.
  • Monitor and report on project progress and challenges.

  • Ensure adherence to safety protocols during site visits and interventions.

Required Qualifications:
  • Strong interpersonal skills with the ability to communicate effectively and educate diverse audiences.
  • Knowledge of working in squats and slums.
  • Experience in mediation with vulnerable populations.
  • Familiarity with community mobilization techniques.
  • Understanding of project management principles.
  • Ability to represent the organization effectively to various stakeholders, including beneficiaries, associations, and institutions.

Educational Background:
A degree in social work or a related field is preferred. Candidates should have a solid understanding of social issues and community dynamics, particularly in vulnerable settings.

Experience:
Candidates should have 0 to 2 years of experience in a similar role. Experience in the humanitarian sector is not required but is considered an asset. The role is suitable for recent graduates or individuals looking to start their careers in humanitarian work.

Languages:
  • Proficiency in Romanian is mandatory.
  • Knowledge of Bulgarian is a plus, as it may help in communication with certain beneficiary groups.

This is a permanent contract position with a salary starting from EUR 2784 gross per month, depending on experience.
