Job Overview: The position of Consultant for the Urban Monitoring Framework (UMF) involves supporting the implementation of a comprehensive methodology developed by UN-Habitat for monitoring urban development. The consultant will play a crucial role in assisting national and local governments in collecting, analyzing, and reporting data aligned with globally recognized indicators and the Sustainable Development Goals. The primary objective of this consultancy is to generate actionable information regarding urban conditions and progress, thereby facilitating evidence-based decision-making and the preparation of reports on the New Urban Agenda. The consultant will also be responsible for building technical capacity within municipal administrations to ensure the continuous use and updating of the UMF, thereby reinforcing its importance in monitoring urban policies and SDG indicators. This role requires a professional with expertise in urban characterization and the application of UMF and SDG indicators, ensuring accurate data collection and analysis to support sustainable urbanization efforts.
Duties and Responsibilities: The consultant will undertake a variety of duties and responsibilities, including but not limited to:
Keeping the HUB Coordinator informed and obtaining validation for activities throughout the project cycle.
Defining information requirements and sources for measuring indicators in urban areas, including the collection of secondary information and metadata.
Supporting the development of instruments for collecting primary information related to UMF and SDG indicators.
Constructing cartography to illustrate results at the city scale and developing city-scale characterizations focused on human rights and social equity.
Cataloging and processing information according to established methodologies and guidelines.
Supporting the measurement and updating of UMF and SDG indicators, including the development of specific indicators that reflect human rights compliance.
Analyzing results to identify challenges and opportunities for urban development.
Assisting in the organization of workshops with local and national governments.
Monitoring compliance with project approval processes and supporting the development of necessary documentation for project implementation. 1
Identifying project opportunities and providing technical inputs for new project proposals. 1
Engaging in knowledge management activities, including the formulation of substantive documents and the collection of information on urban conditions in the Andean region. 1
Participating in meetings and ensuring adherence to UN integrity principles.
Required Qualifications: Candidates must possess a degree in Geography, Cartography, or a related field, with a strong understanding of Geographic Information Systems (GIS) management and cartography production. An advanced degree is preferred, but candidates with a relevant degree and an additional three years of experience may also be considered. The consultant should have a minimum of five years of professional experience in urban planning, territorial characterization, and the formulation of urban projects, along with at least two years of specific experience in managing Geographic Information Systems. Previous experience in calculating urban indicators and working within the United Nations System or on migration-related projects will be advantageous.
Educational Background: The educational background required for this position includes a degree in Geography, Cartography, or a related field. An advanced degree is preferred, but candidates with a relevant degree and additional experience may be considered. The consultant should have high knowledge of GIS management, cartography production, and human geography analysis, which are essential for the successful execution of the consultancy's responsibilities.
Experience: The position requires a minimum of five years of professional experience in urban planning projects, including territorial characterization and the formulation of urban plans and programs. Additionally, candidates should have at least two years of specific experience in managing Geographic Information Systems. Experience in calculating urban indicators and familiarity with the United Nations System or migration projects will enhance the candidate's profile.
Languages: The primary language for this consultancy is Spanish, which is mandatory. However, knowledge of other official United Nations languages is desirable and will be considered an asset for the position.
Additional Notes: The consultancy is expected to last for three months, and travel may be required as part of the role. UN-Habitat will cover travel expenses if necessary and approved by the contract supervisor.
