Job Overview: The WASHEmergency Response Consultant position is part of UNICEF Mozambique's initiative to establish a roster of qualified experts who can be rapidly deployed during emergencies. This role is crucial for ensuring that UNICEF can respond effectively to WASH (Water, Sanitation, and Hygiene) emergencies, aligning with the organization's Core Commitments for Children in Humanitarian Action and national standards. The consultant will provide technical leadership and support for emergency preparedness, response, and recovery, focusing on updating emergency response plans, conducting assessments, and implementing WASH interventions. The consultant will work closely with the UNICEF WASH Specialist and the Emergency Team, requiring field missions to affected provinces and adherence to UNICEF security" style="border-bottom: 1px dotted #007bff !important;">security protocols.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including: updating WASH emergency response plans and contingency stocks; conducting rapid assessments and gap analyses in affected areas within 48–72 hours of an emergency onset; mapping priority communities and identifying high-risk cholera transmission hotspots; supporting or leading the implementation of WASH interventions such as water trucking, rehabilitation of sanitation infrastructure, and distribution of hygiene kits; coordinating with government and NGO partners for effective response; tracking progress against indicators and preparing weekly situation reports; participating in WASH Cluster meetings; providing technical guidance to local NGOs and community committees; and documenting lessons learned and best practices. Deliverables will include updated plans, monthly implementation reports, and a final report with monitoring data and recommendations.
Required Qualifications: Candidates must possess an advanced university degree in Environmental Engineering, Public Health, Water and Sanitation, or a related field. Alternatively, a first-level university degree combined with two additional relevant years of experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of 5 years of progressively responsible experience in WASH emergency programming, with demonstrated experience in humanitarian contexts, preferably in Mozambique or similar settings. Strong analytical, coordination, and reporting skills are essential, along with familiarity with Sphere Minimum Standards and UNICEF's Core Commitments for Children in Humanitarian Action.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as Environmental Engineering, Public Health, or Water and Sanitation. In cases where candidates hold a first-level university degree, they must also have two additional years of relevant experience to qualify for the role.
Experience: Candidates should have at least 5 years of progressively responsible experience in WASH emergency programming. This experience should include work in humanitarian contexts, ideally in Mozambique or similar settings, demonstrating the ability to manage and respond to emergency situations effectively.
Languages: Fluency in English and Portuguese is required for this position. Proficiency in these languages is essential for effective communication and coordination in the role, particularly in emergency contexts where clear and timely information sharing is critical.
Additional Notes: The consultancy assignment is expected to last between 3 to 6 months, depending on the evolving emergency needs and funding availability. Payment will be structured based on deliverables, with a percentage paid upon submission and approval of reports.
