Job Overview: The National Consultant will play a crucial role in supporting the Gender Review of Mongolia’s Social Protection system. This position involves leading in-country data collection and field research, drafting reports, and providing insights on local practices and institutions. The consultant will also support advocacy processes and contribute to training and awareness-building initiatives related to gender-responsive social protection. The role is vital in ensuring that Mongolia's social protection system is inclusive, equitable, and responsive to shocks, particularly in light of recent legislative reforms and the need for gender integration in social policies.
Duties and Responsibilities: The consultant will be responsible for conducting a comprehensive desk review of relevant laws and policies, preparing an inception summary, and supporting logistical arrangements for fieldwork. They will gather and analyze data from key ministries and conduct interviews and focus group discussions to understand gendered experiences. The consultant will synthesize findings into reports, contribute to drafting technical notes, and support capacity-building efforts through training and advocacy sessions. Additionally, they will finalize a report summarizing methods, results, and recommendations for institutionalizing gender-responsive approaches in social protection programming.
Required Qualifications: Candidates must possess an advanced degree in social sciences, public policy, social protection, or a related field. A minimum of 7 years of experience in social protection, gender, or poverty analysis in Mongolia is required. Proven experience in conducting field-level research and stakeholder consultations is essential, along with familiarity with national data systems. Strong knowledge of Mongolian social protection policies and excellent communication skills in both Mongolian and English are mandatory.

Additional Notes: The consultancy is home-based and has a contract duration of 5 months. The National Consultant will work under the supervision of the Chief of Social Policy at UNICEF Mongolia and will receive technical guidance from UNICEF EAPRO’s Social Policy and Gender teams.
