Job Description
Job Posting Organization:
The Air Navigation Bureau (ANB) is a specialized unit within the International Civil Aviation Organization (ICAO), which is dedicated to enhancing the safety and efficiency of global air navigation. Established to provide technical guidance and expertise in aviation-related disciplines, ANB plays a crucial role in supporting the Air Navigation Commission, the Council, and the Assembly. The Bureau is responsible for implementing the Global Aviation Safety Plan (GASP) and the Global Air Navigation Plan (GANP), which includes producing annual safety and air navigation status reports. ANB also develops technical studies, proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS), ensuring that these are processed by ICAO's governing bodies. Furthermore, the Bureau manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach, which continuously monitors the safety performance of all member States.

Job Overview:
The Integrated Risk Management Specialist will be tasked with advancing the development of an Integrated Risk Management (IRM) policy document and governance structure. This role involves collaborating with a group of experts to ensure that the work produced achieves global acceptance and implementation. The incumbent will be responsible for reviewing existing risk management practices, terminology, policies, and guidance materials, focusing on creating a unified IRM framework. This includes identifying, assessing, monitoring, and responding to risks while promoting a holistic approach to risk management across various domains. The position requires effective stakeholder management and the ability to provide recommendations for the sharing and exchange of information to support timely decision-making in risk management.

Duties and Responsibilities:
  • Develop an Integrated Risk Management Policy Document and Governance Structure.
  • Manage stakeholders effectively by coordinating with relevant groups of experts and interested parties to ensure global acceptance and implementation of developed work.
  • Review existing risk management practices, terminology, policies, and guidance materials to develop a unified IRM framework, focusing on identification, assessment, monitoring, and response mechanisms.
  • Promote a more integrated approach to risk management across all domains to manage risks holistically.
  • Provide recommendations for the sharing and exchange of information and intelligence to support timely and effective decision-making in risk management.

Required Qualifications:
Essential qualifications include a first-level university degree in management, international relations, economics, business administration, political sciences, or a related field. Additionally, certification in risk management, emergency response, crisis management and communications, business continuity, and disaster recovery is required. Candidates must have at least eight years of experience in risk governance and management, risk evaluation and/or audits, internal controls, and strategic planning, as well as experience in designing and delivering global training and implementing risk and resilience programs. At least five years of experience in the aviation sector is also essential. Proficiency in using Articulate 365 software and PowerPoint for creating training and procedural modules is necessary, along with knowledge of ISO standards and UN risk maturity models.

Educational Background:
Candidates must possess a first-level university degree, preferably in fields such as management, international relations, economics, business administration, political sciences, or related disciplines. Additional certifications in risk management and related areas are also essential for this role.

Experience:
The position requires a minimum of eight years of professional experience in risk governance and management, including risk evaluation, audits, internal controls, and strategic planning. Candidates should also have substantial experience in designing and delivering global training programs and implementing risk and resilience initiatives, with at least five years specifically in the aviation sector.

Languages:
Fluency in English, including reading, writing, and speaking, is essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and would be an asset.

Additional Notes:
This position is a full-time role with an initial contract duration of 11 months, which may be extended based on performance and organizational needs. The daily rate for this Band C position ranges from CAD $402 to $57
