Job Overview:
The Project Administrative and Finance Assistant will play a crucial role in managing and providing comprehensive administrative support for the OSRO/PHI/089/CHA project activities. This position involves assisting in the monitoring of the project budget and ensuring that all administrative tasks are executed efficiently. The incumbent will be responsible for maintaining accurate financial records, preparing financial reports, and ensuring compliance with FAO's operational guidelines. The role requires a proactive approach to office administration, including the management of procurement processes, human resource-related documentation, and project closure activities. The assistant will also be involved in establishing and maintaining an inventory of project properties, contributing to the overall success of the project.

Duties and Responsibilities:
The duties and responsibilities of the Project Administrative and Finance Assistant include: providing overall administrative support to the OSRO/PHI/089/CHA project; assisting in office administration and maintaining accurate financial records of all disbursements and receipts; monitoring the project budget and tracking expenditures; reviewing Project Status Reports and Transaction Listings in iMIS; updating and maintaining electronic and paper filing systems; preparing purchase requisitions and facilitating procurement processes; submitting payment requests and processing payments; ensuring timely submission of human resource-related employment requirements; providing support in project closure; establishing and maintaining an inventory of project properties; and carrying out any other relevant duties as requested by the FAO Representative.

Required Qualifications:
Candidates must possess a University Degree in Administration, Finance, or related fields. A minimum of 5 years of professional and practical experience in project administration or operations is required. Additionally, candidates must have a working knowledge (level C) of English and must be nationals of the Philippines. FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for this role. Technical and functional skills, including work experience in disaster risk reduction (DRR) and climate change adaptation (CCA), as well as experience in humanitarian contexts, are considered advantageous.

Educational Background:
The educational background required for this position includes a University Degree in Administration, Finance, or other related fields. Candidates must ensure that their higher educational qualifications are obtained from institutions accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires at least 5 years of professional and practical experience in project administration or operations. Candidates with experience in multiple locations or areas of work, particularly in disaster risk reduction and climate change adaptation, will have an advantage. Experience in humanitarian contexts is also desired, as it aligns with the nature of the projects FAO undertakes.

Languages:
The mandatory language requirement for this position is a working knowledge (level C) of English. Proficiency in additional languages may be beneficial but is not specified as a requirement.
