The organization was established to assist and protect displaced people and those affected by conflict. NRC has significantly scaled up its operations in Ukraine following the escalation of conflict in February 2022, focusing on an integrated approach that combines its programming expertise in Shelter/WASH, Education, Protection from Violence, and Information, Counselling and Legal Assistance (ICLA). NRC operates in all Southern oblasts of Ukraine, with a South Area Office located in Odesa and field offices in Mykolaiv and Kherson. Job Overview: The Emergency Response Coordinator will play a crucial role in ensuring effective monitoring, reporting, and management of emergency activities within the Area Management. The position requires the individual to ensure that emergency activities, such as rapid Multi-Purpose Cash Assistance (MPCA), are conducted in compliance with established humanitarian standards, NRC values, and relevant guidelines. The coordinator will be responsible for managing cash partnerships, analyzing humanitarian needs, and establishing constructive relationships with other NGOs, UN agencies, and local authorities. The role also involves ensuring that all personnel understand their responsibilities for safety and security" style="border-bottom: 1px dotted #007bff !important;">security, and liaising with the Security Focal Point to ensure compliance with security guidelines. The coordinator will support the implementation of Safe and Inclusive Programming priorities and will be expected to prepare periodic progress reports and coordinate with local authorities and cluster focal points.
Duties and Responsibilities: The Emergency Response Coordinator will have a wide range of responsibilities, including but not limited to:
Ensuring adequate monitoring, reporting, and acquittal of emergency activities within the Area Management, including timely provision of situation reports.
Ensuring compliance with Sphere Minimum Standards and Humanitarian Charter in disaster response, as well as NRC policies and guidelines.
Managing cash partnerships and proposing analyses of humanitarian needs and gaps in the response.
Establishing and maintaining constructive working relationships with other NGOs, UN agencies, and local authorities.
Ensuring NRC's inclusion in the rapid MPCA rotation system and establishing relationships with other cash actors.
Preparing periodic progress reports and coordinating with local authorities and cluster focal points.
Managing local partners implementing cash programming and supporting the development of emergency projects.
Monitoring humanitarian issues and adjusting program activities as necessary.
Writing rapid needs assessment reports and providing operational recommendations for intervention. 1
Collecting data and preparing reports for rapid MPCA activities, including donor reports and evaluation reports. 1
Liaising with Ukrainian NGOs and assessing their programmatic complementarity with NRC's emergency response. 1
Working with the MEAL Team to ensure high-quality programming and donor reporting requirements are met. 1
Coordinating emergency response with other humanitarian partners to avoid overlaps and facilitate synergies.
Required Qualifications: Candidates must possess a minimum of 3 years’ experience in a coordinator position within a humanitarian or recovery context. They should have experience working in complex and volatile environments, technical expertise in at least one of the core competencies, and documented results related to the position’s responsibilities. Candidates should also have knowledge of their own leadership skills and profile, fluency in English (both written and verbal), and proficiency in Ukrainian and/or Russian languages. Experience with rapid assessments, distribution monitoring in emergencies, and managing cash transfer programs is essential. Familiarity with the Logical Framework Approach in design" style="border-bottom: 1px dotted #007bff !important;">program design and knowledge of humanitarian standards such as SPHERE and Do No Harm are preferred. Experience in humanitarian donor proposal writing and reporting is also required.
Educational Background: The position requires at least a first degree in a relevant field, with a post-graduate qualification preferred. Candidates should be university graduates with a strong academic background that supports their ability to manage projects effectively in an emergency setting.
Experience: Candidates should have at least 3 years of experience managing projects for an international organization in an emergency context. They should demonstrate a proven record of effective and complex emergency response leadership, with a good understanding of program cycle management and excellent people management skills. Experience in emergency response and scale-up programming is essential, along with an understanding of rapidly occurring emergency contexts.
Languages: Fluency in English is mandatory, both written and verbal. Proficiency in Ukrainian and/or Russian languages is also required, as these languages are essential for effective communication in the local context.
Additional Notes: This position is open to candidates who have the legal right to work in Ukraine. The organization is unable to provide work permits or visa sponsorships for this position. The role may involve working in insecure environments, and candidates should be prepared to travel and work flexibly. The position is full-time and may require the individual to manage resources effectively to optimize results.
