Job Overview:
The Programme Management Officer (Head of the AI Governance for Humanity Lab) will lead the lab, representing UN ODET in international AI governance engagements. This role involves providing strategic direction and managing a team based in Valencia. The officer will coordinate multistakeholder convenings on digital and AI governance, fostering collaboration among governments, academia, industry, and civil society. The position requires developing, implementing, and evaluating programs related to digital cooperation and AI governance, monitoring project development, and ensuring effective communication and outreach activities. The officer will also conduct research and analysis on governance trends and emerging technologies, prepare written outputs, and support consultative meetings and training workshops.

Duties and Responsibilities:
The Programme Management Officer will be responsible for leading the AI Governance for Humanity Lab, managing the Valencia-based team, and representing ODET in international engagements. Key responsibilities include coordinating multistakeholder convenings, developing and evaluating programs on digital cooperation and AI governance, conducting research and analysis, preparing written outputs, and providing substantive support to meetings and conferences. The officer will also initiate outreach activities, conduct training workshops, manage budget-related activities, and analyze data to identify trends for informed decision-making. Additional duties include performing consulting assignments, generating survey initiatives, and ensuring follow-up actions on various projects.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in business administration, public administration, international relations, digital governance, computer science, management, economics, or a related field. A first-level degree (Bachelor’s) with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate knowledge and understanding of theories and concepts relevant to the position, as well as the ability to analyze and resolve issues effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in relevant fields such as business administration, public administration, international relations, digital governance, computer science, management, or economics is required. A Bachelor’s degree in these fields, combined with two additional years of relevant work experience, may be accepted as an alternative to the advanced degree. Additional qualifications in data analytics or related programs are considered advantageous.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates must have at least five years of experience managing multidisciplinary teams and a minimum of three years in leadership, strategic planning, and partnerships. Experience in AI governance, digital policy, and multistakeholder coordination is desirable, along with at least two years of experience in data analytics or a related area.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required at UN Level II for reading, writing, listening, and speaking. Knowledge of French is considered an asset but is not mandatory.
