The Subregional Office for the Pacific Islands (SAP) is part of FAO's Regional Office for Asia and the Pacific (RAP) and is responsible for developing and implementing strategies and projects that enhance food, agriculture, and rural development in the Pacific Islands, while fostering relationships with subregional institutions.

Job Overview:
The Human Resources Specialist plays a crucial role in the FAO's Subregional Office for the Pacific Islands by coordinating and executing administrative tasks related to the hiring of both national and international affiliate workforce. This position requires a strong understanding of FAO's rules and regulations, as well as the ability to manage the complete hiring process effectively. The specialist will support the overall hiring plan, develop and review Terms of Reference, manage the publication of job calls, and facilitate the selection process, ensuring that the organization attracts qualified talent. Additionally, the role involves managing contracts, providing administrative support, and promoting a respectful work environment aligned with FAO's values. The specialist will also assist in performance evaluations and maintain confidentiality in handling sensitive information.

Duties and Responsibilities:
The Human Resources Specialist will be responsible for a variety of tasks, including: supporting the overall hiring plan for national and international affiliate workforce; developing and reviewing Terms of Reference to ensure compliance with standards; coordinating the publication of job calls to attract candidates; organizing and facilitating the selection process, including interviews and candidate evaluations; managing the complete cycle of contracts in the Global Resource Management System (GRMS); supervising contract validity and coordinating renewals or terminations; providing administrative support for payment processing; promoting a harmonious work environment; facilitating knowledge exchange and best practices; assisting in performance evaluations; maintaining confidentiality; and performing other related tasks as required.

Required Qualifications:
Candidates must possess a university degree in human resources, management, business administration, or a related field. They should have a minimum of three years of relevant experience in administrative roles, particularly in human resources support and report drafting. A working knowledge of English at Level C is required, along with a very good understanding of MS Office applications and office technology equipment. Additionally, candidates must be nationals of Samoa.

Educational Background:
The position requires a university degree in a relevant field such as human resources, management, or business administration. This educational background is essential for understanding the complexities of human resources activities and the administrative processes involved in hiring and managing personnel.

Experience:
Candidates should have at least three years of relevant experience in administrative roles, particularly in human resources support. This experience should include tasks such as drafting high-quality reports and managing hiring processes, which are critical for the successful execution of the responsibilities associated with this position.

Languages:
A working knowledge of English at Level C is mandatory for this position. Proficiency in additional languages may be considered an asset, although English is the primary language of communication within the organization.
