Job Overview:
The Country Manager for IBRD in Mexico will oversee the World Bank's program in the country, ensuring alignment with the World Bank Group's (WBG) strategic approach. This role involves managing the IBRD program, engaging in high-level dialogue with clients, and developing strategic documents such as the Country Partnership Framework (CPF). The Country Manager will be responsible for portfolio management, ensuring high-quality implementation of projects, and fostering relationships with key stakeholders, including government entities and development partners. The position requires a strategic mindset to address the challenges faced by the region, including low productivity, job quality, and vulnerability to economic shocks, while promoting sustainable development and resilience.

Duties and Responsibilities:
The Country Manager will be accountable for a range of responsibilities, including: leading the oversight of the Bank's program and dialogue in Mexico; developing and implementing the CPF and other strategic documents; ensuring accountability for results outlined in the CPF; managing the country office team, including recruitment and career development; formulating the Country Office budget and managing financial resources; representing the Bank to key partners and stakeholders; fostering relationships with government and civil society; cultivating an environment of knowledge sharing and innovation; and ensuring compliance with Bank policies and procedures. The role requires a proactive approach to addressing implementation issues and ensuring high-quality results on the ground.

Required Qualifications:
Candidates must possess a PhD or Master’s degree in a relevant field such as business, finance, or economics, along with a minimum of 12 years of professional experience in progressively complex roles within an international context. A proven track record in country program management, business consulting, or operational experience in relevant sectors is essential. Candidates should demonstrate strong political and diplomatic skills, the ability to develop effective relationships with senior-level stakeholders, and a strategic orientation to link macro and sector strategies. Experience in leading teams and providing high-quality advice on operational issues is also required.

Educational Background:
The educational background required for this position includes a PhD or Master’s degree in relevant fields such as business, finance, economics, or other areas pertinent to the role. This advanced education is crucial for understanding the complexities of international development and the specific challenges faced by the region.

Experience:
Candidates should have a minimum of 12 years of professional experience, with a focus on roles that involve increasing complexity and responsibility. This experience should include significant exposure to country program management, business consulting, investment banking, or operational roles relevant to the country context. Portfolio management experience and a demonstrated ability to implement various types of operations are critical for success in this position.

Languages:
Fluency in English and Spanish is mandatory for this role, as effective communication with diverse stakeholders is essential. Proficiency in additional languages may be considered an asset, but the primary requirement is strong command of both English and Spanish to facilitate dialogue and collaboration.
