Job Overview: The Project Finance and Admin Associate will play a crucial role in supporting the administration and implementation of operational strategies within the UNDP project focused on the management of Persistent Organic Pollutants (POPs) in The Gambia. This position involves ensuring compliance with UNDP's financial processes and policies, managing budgets, and providing accounting and administrative support to the project unit. The associate will be responsible for maintaining financial records, preparing reports, and facilitating knowledge sharing among project staff. The role requires a proactive approach to problem-solving and the ability to adapt to changing circumstances while ensuring the project's financial integrity and operational efficiency.
Duties and Responsibilities: 1) Support the administration and implementation of operational strategies by adapting processes and procedures to ensure compliance with UNDP Programme and Operations Policies and Procedures (POPP). This includes maintaining financial records, monitoring financial exception reports, and investigating anomalies. 2) Assist in budget management by providing researched information for planning, preparing and modifying budgets, and ensuring timely budget revisions. 3) Provide accounting and administrative support by maintaining proper documentation for payments, preparing financial reports, and ensuring timely processing of invoices and travel claims. 4) Ensure proper cash and treasury management by reviewing cash positions, preparing bank reconciliations, and initiating bank transfers. 5) Facilitate knowledge building by organizing training for project staff on finance and compliance matters, and synthesizing lessons learned in financial management.
Required Qualifications: Candidates must possess a Secondary Diploma or a University Degree in Business Administration, Public Administration, Finance, or a related field. A minimum of 6 years of relevant work experience is required for those with a high school diploma, or 3 years for those with a bachelor's degree. Proficiency in using computers and office software packages, particularly MS Word and Excel, is essential. Experience with web-based management systems and advanced knowledge of spreadsheet and database packages is also required. Knowledge of monitoring and evaluation tools for financial reports, project management processes, and experience in preparing financial reports is highly desirable. Additionally, being a fully qualified accountant from an internationally accredited institute or completing the UNDP Finance Training and Certification Programme (FTCP) is considered a significant advantage.
Educational Background: The educational background required for this position includes a Secondary Diploma as a minimum requirement. However, candidates with a University Degree in Business Administration, Public Administration, Finance, or a related field will be given preference. This educational foundation is essential for understanding the complexities of financial management and administrative processes within the context of UNDP's operations.
Experience: The position requires a minimum of 6 years of progressively responsible finance and accounting experience at the national or international level for candidates with a high school diploma. For those with a bachelor's degree, a minimum of 3 years of relevant work experience is necessary. This experience should encompass a range of financial management tasks, including budget preparation, financial reporting, and compliance with organizational policies.
Languages: Fluency in English is mandatory, along with proficiency in one of the local languages such as Mandinka, Fula, or Wolof. This bilingual requirement is crucial for effective communication within the local context and for engaging with diverse stakeholders in The Gambia.
Additional Notes: The position is full-time and involves working closely with the Project Specialist and the Head of Environment.
