Job Overview: The Chief of Section position is situated within the Emerging and Frontier Technologies, Innovation and Digital Transformation Section of the Technology, Innovation, Connectivity and Infrastructure Development Division (TICID) at the ECA. The role is pivotal in ensuring the effective planning and delivery of ECA’s initiatives aimed at promoting the use of Information and Communication Technology (ICT) and Science, Technology, and Innovation (STI) for development across Africa. The Chief of Section will coordinate TICID’s activities to foster digital transformation, assist African nations in implementing the Global Digital Compact, and promote partnerships in ICT utilization. This position requires a strategic thinker who can lead economic analysis, formulate policies, and manage programs that address the technological needs of the continent.
Duties and Responsibilities: The Chief of Section will be responsible for leading the formulation and management of programs related to technology, innovation, and digital transformation. This includes conducting economic analysis, developing ICT and STI strategies, and identifying emerging issues that require attention. The role involves supervising a team of economists and experts, commissioning studies, and managing expert group meetings to finalize outputs. The Chief will also provide substantive support to intergovernmental meetings, represent the organization at various forums, and develop relationships with senior officials to negotiate technical assistance programs. Additionally, the Chief will contribute to the unit's budget and work plan, oversee administrative matters, and ensure data-driven decision-making within the team.
Required Qualifications: Candidates must possess a strong background in economic research and analysis, particularly in the context of ICT and STI. The role requires the ability to apply economic theories to sustainable development, conduct independent research, and develop actionable policies. The ideal candidate should demonstrate professionalism, accountability, leadership, and the ability to manage performance effectively. Strong analytical skills and the ability to convey complex information to diverse audiences are essential.
Educational Background: An advanced university degree (Master’s degree or equivalent) in engineering, sciences, computer science, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of ten years of progressively responsible experience in research and analysis in economics or a related field is required. Candidates should have experience in policy formulation and the application of economic principles in development, particularly in relation to ICT and STI. Knowledge of emerging technologies and digital transformation in Africa is essential, along with experience in data analytics or related areas being desirable.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in either English or French is required, with a minimum level of proficiency as outlined in the UN Language Framework. Candidates should demonstrate their ability to read, write, listen, and speak in the required language at the specified levels.
