Job Overview: The Finance Officer position at NRC involves managing financial functions in accordance with the organization's policies and guidelines. The role requires the implementation of financial procedures and the preparation of financial reports to support project staff in financial and administrative matters. The Finance Officer will also contribute to the analysis of protection risks and needs, ensuring that financial operations align with the strategic focus of NRC's programs. Duties and Responsibilities: The Finance Officer will be responsible for a variety of tasks including ensuring adherence to NRC financial policies, preparing and developing status reports, maintaining filing systems for financial documents, and preparing monthly financial reports. Specific responsibilities include verifying that vouchers and supporting documents meet NRC standards, managing payments to suppliers and contract workers, ensuring timely booking of costs into the financial system, and preparing bank account reconciliations. The officer will also collaborate with financial institutions to resolve payment queries, assist in audits, and verify purchase requisitions and orders. Additional tasks may be assigned by the Area Office Coordinator as needed.
Required Qualifications: Candidates must have experience working as a Finance Officer or Accountant in a humanitarian or recovery context, with professional knowledge of auditing and accounting. Previous experience in complex and volatile environments is essential, along with documented results related to the responsibilities of the position. Knowledge of the local context where NRC operates is also required, as well as fluency in Ukrainian or Russian and intermediate proficiency in English. Good computer skills in MS Office are necessary for this role.
Educational Background: A relevant educational background in finance, accounting, or a related field is required for the Finance Officer position. Candidates should possess a degree or equivalent qualification that demonstrates their understanding of financial principles and practices, particularly in a humanitarian context.
Experience: The ideal candidate should have a proven track record of working in finance roles, particularly in humanitarian or recovery settings. Experience with local financial institutions and tax authorities is advantageous, as is familiarity with the legal tax framework applicable to NRC's operations. Experience in starting up humanitarian or recovery programs is considered an asset, as it demonstrates the ability to adapt to new challenges and environments.
Languages: Fluency in Ukrainian or Russian is mandatory for this position, both written and verbal. Intermediate proficiency in English is also beneficial, as it facilitates communication within the organization and with international stakeholders. Knowledge of additional languages may be considered an advantage.
