Job Overview:
The Business Transformation Officer (Digital Solutions and MIS) will play a crucial role in providing expert digital assistance to the WFP Country Office and national/sub-national government entities. The position focuses on strengthening social protection systems through the design, enhancement, and operationalization of digital social protection and beneficiary registries. The consultant will collaborate with various stakeholders to understand their needs and translate business objectives into effective IT solutions. This role requires a deep understanding of digitalization in social protection, as well as the ability to manage the design of integrated IT solutions that meet business needs and standards. The officer will also be responsible for capacity development and technical advisory services, ensuring that the digital solutions implemented are sustainable and scalable, ultimately enhancing the efficiency of social protection programs.

Duties and Responsibilities:
The key accountabilities for this position include delivering technical advisory services and capacity development in the digitalization of social protection. This involves providing technical assistance for the design of integrated information systems, advising on the operationalization of Management Information Systems (MIS), leading the testing and piloting of digital solutions, and supporting the use of open-source technologies. The officer will conduct mapping and analysis of social protection datasets, define functional and technical requirements, and support the configuration of user roles and permissions. Additionally, the officer will continuously improve guidelines and processes for Business Analysis and IT Project Management, manage business expectations, and facilitate training initiatives for end users. Deliverables will include technical assessments, design documents, data analysis reports, and training materials.

Required Qualifications:
Candidates must possess an advanced university degree in Computer Science, Engineering, or a related field, or a first university degree with additional years of relevant work experience. A minimum of five years of professional experience in business systems analysis, design, and IT solutions development is required. Experience with social protection and social registries is highly encouraged, along with a proven track record in designing and facilitating capacity-building initiatives and fostering partnerships with stakeholders such as governments and development partners. Strong communication and reporting skills are essential for translating complex concepts to decision-makers.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Computer Science or Engineering. Alternatively, candidates with a first university degree and additional years of related work experience will also be considered. This educational foundation is critical for understanding the technical aspects of digital solutions and social protection systems.

Experience:
The position requires a minimum of five years of progressive responsibility in business systems analysis, design, and IT solutions development. Candidates should have experience managing IT projects and translating user requirements into effective business processes and applications. Familiarity with social protection systems and experience in capacity building and partnership development are highly valued.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within WFP. Knowledge of Swahili is considered a plus, as it may facilitate better communication and understanding within the local context of Tanzania.
