Job Overview: The position involves leading a thematic evaluation of the Sexual and Reproductive Health (SRH) program implemented by UNFPA Syria from 2022 to 202
The consultant will assess the relevance, effectiveness, and efficiency of SRH interventions, evaluate progress towards planned outputs and outcomes, and examine the sustainability of services. The evaluation aims to document lessons learned and good practices to enhance future programming and inform the strategic direction of the upcoming Country Programme Document (CPD). The consultant will work closely with the Monitoring and Evaluation unit and relevant program teams to ensure that the evaluation aligns with national priorities and global commitments.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Analyzing the current situation of the SRH program in Syria, focusing on maternal and newborn health, family planning, emergency obstetric care, and service delivery in humanitarian settings.
Assessing the design" style="border-bottom: 1px dotted #007bff !important;">program design for relevance, efficiency, effectiveness, and sustainability, and identifying factors affecting program results.
Critically evaluating UNFPA Syria's SRH interventions from 2022 to 2025 and developing a theory of change based on evaluation findings.
Identifying successful and unsuccessful aspects of the SRH program over the past four years, highlighting impacts on maternal health indicators and documenting challenges and good practices.
Providing recommendations to stakeholders and developing potential future scenarios for SRH access and delivery in Syria. The evaluation process will include preparation and inception, desk review, data collection, analysis and drafting, and validation and finalization of findings.
Required Qualifications: Candidates must possess a Master's degree in medical sciences, public health, social sciences, or a related field. A minimum of 7 years of relevant experience in medical sciences, public health, or social sciences is required. Previous experience in conducting evaluations of projects or programs, particularly in the context of UN or international NGOs focused on SRH, is highly desirable. Excellent analytical and writing skills are essential, along with familiarity with UNFPA's mandate. The consultant must also have a data collection team with access to all governorates in Syria.
Educational Background: A Master's degree in a relevant field such as medical sciences, public health, or social sciences is required for this position. This educational background is crucial for understanding the complexities of sexual and reproductive health issues and for conducting thorough evaluations of related programs.
Experience: The position requires a minimum of 7 years of professional experience in fields related to medical sciences, public health, or social sciences. Candidates should have a proven track record of conducting evaluations of similar programs and familiarity with UN programming. Experience working with UN agencies or international NGOs on sexual and reproductive health issues will be considered an asset.
Languages: A very good command of both English and Arabic, both oral and written, is mandatory for this position. Proficiency in these languages is essential for effective communication and reporting throughout the evaluation process.
Additional Notes: This consultancy is expected to be completed within 50 working days from the signing of the contract, with services delivered remotely under the UNFPA Syria Country Office. The evaluation will involve a comprehensive desk review, key informant interviews, focus group discussions, and virtual surveys.
