Job Overview: The Community Consultant position is a consultancy role aimed at conducting a foundational global review and evidence assessment of Health Economics and Financing Work. The consultant will support the development and facilitation of a Community of Practice (CoP) under the Global Accelerator on Jobs and Social Protection for Just Transitions. This role involves fostering peer learning, technical exchange, and co-creation of solutions among UN agencies and national counterparts in pathfinder countries. The consultant will be responsible for establishing and managing the CoP Core Group, facilitating learning sessions, coordinating member engagement, and developing monitoring tools to assess the CoP's impact. The overarching goal is to enhance collaboration and knowledge sharing among stakeholders to improve social protection and employment systems in various countries.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Establishing and managing the CoP Core Group to guide the activities of the Community of Practice.
Facilitating quarterly learning and practice sessions, peer support dialogues, and technical clinics to promote knowledge sharing and collaboration among members.
Coordinating the onboarding and ongoing engagement of CoP members to ensure active participation and contribution.
Developing and maintaining a CoP monitoring dashboard to track progress and produce learning briefs and peer exchange reports.
Ensuring integration with the Hub of Expertise and Technical Support Facility to align efforts and maximize impact.
Promoting inclusion, gender equality, and rights-based approaches in all CoP activities to ensure diverse perspectives are represented and valued.
Required Qualifications: Candidates must possess a well-rounded background in health economics and financing, with a minimum of 15 years of progressively responsible professional experience in health economics, health financing, or health policyanalysis. The ideal candidate should have experience working at global, regional, and country levels, demonstrating a strong understanding of strategic reviews, evidence synthesis, and policy translation in health or development contexts. Proven experience in academic and applied research, as well as a track record of developing partnerships and resource mobilization with donors and technical agencies, is essential. Additionally, candidates should have experience designing or managing monitoring and accountability systems, strong project management and communication skills, and the ability to work effectively within diverse, multi-disciplinary teams.
Educational Background: An advanced university degree (Master’s or higher) in Health Economics, Economics, Public Health, Health Policy, International Development, or a related discipline is required. Additional academic or professional training in research methods, data analysis, or health systems economics is considered an asset, enhancing the candidate's qualifications for this role.
Experience: The position requires a senior professional with extensive experience in health economics and financing, ideally with a minimum of 15 years in progressively responsible roles. Candidates should have a proven ability to bridge rigorous analysis with policy relevance, demonstrating experience in strategic reviews and evidence synthesis. Engagement with low- and middle-income countries and exposure to diverse health financing systems are also critical for success in this role.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Knowledge of another official UN language, such as French, Spanish, Arabic, Russian, or Chinese, is considered an asset and may enhance the candidate's competitiveness in the selection process.
