Job Overview: The Protection from Violence (PfV) Technical Officer plays a crucial role in the implementation of protection activities aimed at safeguarding vulnerable populations from violence and exploitation. This position involves providing technical support for various PfV initiatives, including protection cash assistance, counseling, referrals, and monitoring. The officer will contribute to the development of protection monitoring tools and ensure compliance with established protection standards. The role requires a proactive approach to identifying protection needs and advocating for the rights of affected individuals. The PfV Technical Officer will work closely with local authorities, NGOs, and other stakeholders to coordinate protection efforts and enhance the capacity of staff and partners in the field.
Duties and Responsibilities: The PfV Technical Officer will be responsible for a wide range of duties, including: ensuring compliance with NRC policies and donor requirements; supporting the implementation of PfV activities according to established plans; conducting outreach to identify key locations for programming; facilitating the safe identification and referral of individuals in need; developing educational materials on protection issues; organizing capacity-building activities; participating in needs assessments and analyzing protection trends; conducting protection monitoring and analysis; providing inputs for advocacy documents; contributing to the development of PfV tools and procedures; coordinating with other NRC programs and local authorities; managing data entry and documentation related to PfV activities; assisting with administrative tasks as needed; and preparing regular plans and reports for the line manager.
Required Qualifications: Candidates must possess a minimum of 2 years of experience in a humanitarian or recovery context, with a preference for those who have worked in complex and volatile environments, particularly in Ukraine. A strong understanding of the Ukrainian context, including governmental and humanitarian structures, is essential. Candidates should have experience in the protection sector, strong analytical skills, and the ability to work with both qualitative and quantitative data. Experience in providing legal assistance and community sensitization is also required. Proficiency in software programs such as MS Word, Excel, and PowerPoint is necessary, along with knowledge of data collection tools and quality assurance processes.
Educational Background: A relevant educational background is required, typically including a degree in social sciences, international relations, law, or a related field. Additional training or certifications in protection, humanitarian response, or related areas would be advantageous and enhance a candidate's suitability for the role.
Experience: The position requires candidates to have at least 2 years of relevant experience in humanitarian settings, particularly in roles that involve protection work. Experience in leadership roles within the protection sector is highly desirable, as is familiarity with the challenges faced by displaced and vulnerable populations. Candidates should demonstrate a proven track record of working effectively in high-pressure environments and adapting to changing circumstances.
