Job Overview: The Programme Policy Officer (RSRTF Programme Coordinator) will play a crucial role in coordinating the implementation of the RSRTF programs, specifically the Kong Koc Phase II initiative. This position requires a strategic approach to managing and overseeing the program's activities, ensuring that they align with WFP's mission and objectives. The officer will work closely with various stakeholders, including UN and non-government organizations, to leverage their strengths in peace, governance, and resilience. The role involves developing work plans, monitoring program implementation, and ensuring effective communication and collaboration among consortium partners. The officer will also be responsible for managing risks associated with the program and ensuring that lessons learned are documented and shared. Duties and Responsibilities: The Programme Policy Officer will have a wide range of responsibilities, including:
Overall coordination of the RSRTF programs, ensuring effective communication and collaboration among consortium partners.
Developing and reviewing the Kong Koc workplan, including risk assessments and updates based on evolving situations.
Establishing and maintaining relationships with state and county authorities, UNMISS, and other humanitarian actors.
Organizing consortium-level events, including training and meetings, to facilitate knowledge sharing and collaboration.
Ensuring that monitoring, evaluation, and learning (MEL) activities are conducted in a timely and quality manner.
Producing periodic updates and donor reports, ensuring accuracy and compliance with WFP standards.
Coordinating with the budget and programming team to monitor funds consumption and propose necessary budget revisions.
Conducting field visits to program locations to assess implementation quality and gather feedback from stakeholders.
Supporting the RSRTF Secretariat and donor missions, ensuring that good practices are documented and communicated. 1
Managing program-specific staff and providing technical oversight as needed.
Required Qualifications: Candidates must possess strong qualifications, including:
Advanced university degree in International Affairs, Economics, Social Sciences, International Development, or a related field. Alternatively, a First University Degree with additional relevant work experience may be considered.
A minimum of 3 years of postgraduate experience with a Master’s degree in integrated programming and coordination, or a minimum of 5 years of relevant professional experience with a Bachelor’s degree.
Strong knowledge of conflict dynamics in South Sudan and experience in managing consortiums and multi-year donor-backed programs.
Excellent interpersonal skills, maturity of judgment, and the ability to work independently with minimal guidance.
Strong analytical skills and the ability to manage partnerships with various stakeholders effectively.
Educational Background: The educational background required for this position includes an advanced university degree in fields such as International Affairs, Economics, Social Sciences, or International Development. Candidates with a First University Degree (Bachelor’s degree) may also be considered if they have additional years of relevant work experience. The educational qualifications should align with the responsibilities of managing complex programs and coordinating with multiple stakeholders in the humanitarian sector.
Experience: The position requires a significant level of experience, specifically:
A minimum of 3 years of postgraduate experience in integrated and multisectoral programming and coordination, particularly in managing consortiums and multi-year donor-backed programs, if holding a Master’s degree.
Alternatively, candidates with a First University Degree must have at least 5 years of relevant professional experience. This experience should demonstrate a strong track record in program implementation and coordination within the UN or NGO sectors.
Languages: The mandatory language requirement for this position is a working level of English (Level C). Additionally, knowledge of spoken Arabic or a major indigenous language in Jonglei is considered advantageous, as it would facilitate communication with local communities and stakeholders.
Additional Notes: This position is classified as a National Officer (NOB) contract type, with a duty station in Kuajok, South Sudan. The initial duration of the contract is for one year, with the possibility of renewal for up to a maximum of four years, contingent upon funding availability and performance.
