Job Overview:
The Information Management Officer will support sector information systems to produce disaggregated data necessary for reporting and evidence-based decision-making to enhance program performance monitoring in both development and emergency contexts. This role involves ensuring effective situation monitoring and assessment, identifying capacity needs, and addressing information system requirements at the sectorial level. The officer will also assist stakeholders at various levels to utilize the generated information for informed decision-making regarding program interventions.

Duties and Responsibilities:
  • Data Collection and Management: Collect, collate, and store results and data from the field in a centralized database; ensure regular data collection and analysis for real-time monitoring of performance indicators; maintain a database and dashboard to track core performance indicators; provide quality assurance for situational and periodic performance reports; support population data management and movement tracking; and participate in inter-cluster IM meetings.
  • Capacity Building: Build the capacity of staff and partners in data collection, cleaning, analysis, and usage for evidence-informed programming; develop and implement capacity building plans around data management and monitoring.
  • Data Visualization: Prepare visuals and infographics, including geospatial maps; develop snapshots and infographics for various purposes; leverage GIS for map production and spatial data management.
  • Support Assessments and Monitoring: Develop tools for data collection and processing; participate in monitoring missions and gather information for reports.
  • Knowledge Management: Maintain an electronic archive of useful tools and documentation of lessons learned from program interventions.

Required Qualifications:
A First University Degree in statistics, mathematics, computer science, or a related field is required. Education in other quantitative fields is highly desirable. Proven and relevant professional work experience is also considered. 2 years of relevant professional experience in data and information management systems and data analysis is required. Technical experience in innovative technology, particularly in data and humanitarian performance monitoring, is highly desirable. Knowledge of Adobe, ArcGIS/QGIS, PowerBI, and experience in developing questionnaires using Kobo Collect is required. Experience in database development, data visualization, and spatial mapping using Python and the Django framework is also required. Proven experience in using R/Shiny is an asset.

Educational Background:
Candidates must possess a First University Degree in a relevant field such as statistics, mathematics, computer science, or related areas like information systems or geographic sciences. Education in other quantitative fields will be considered if accompanied by proven professional experience.

Experience:
The position requires a minimum of 2 years of relevant professional experience in data and information management systems and data analysis. Candidates should have proven technical experience in the development and use of innovative technology, particularly in data management and humanitarian performance monitoring.

Languages:
Fluency in French is required. Knowledge of English, another official UN language, or a local language is considered an asset.
