Job Overview:
The position of National Consultant for Basic First Aid Training Package is crucial for enhancing community resilience and response capacity in Sri Lanka. The consultant will be responsible for designing a standardized Basic First Aid Training Package and Trainer Guide tailored for youth participants across 26 districts. This initiative is part of a national program led by the Ministry of Health, in collaboration with UNICEF and the National Youth Service Centre (NYSC). The consultant will work closely with a Technical Working Group (TWG) to ensure the training materials are relevant and effective. The role involves developing comprehensive training materials, facilitating Training of Trainers (ToT) programs, and providing technical guidance for the implementation of the training across the country.

Duties and Responsibilities:
The consultant will conduct a desk review of existing national guidelines and international first aid standards, develop a two-day training curriculum, and create a full set of training materials including presentations and handouts. They will also develop a detailed Trainer Guide to ensure quality delivery of the training. The consultant will facilitate the initial Training of Trainers (ToT) for master trainers and provide technical assistance for translating materials into Sinhala and Tamil. Deliverables include an inception report, draft training package, finalized training materials, and a report following the ToT programs with recommendations for roll-out.

Required Qualifications:
Candidates must possess a PhD in Public Health, Obstetrics, Child Health, or a related field. A medical degree with postgraduate qualifications in internal medicine, emergency medicine, or public health is also required. Additionally, candidates should have at least 5 years of experience in curriculum development related to health systems strengthening, emergency medicine, or public health training. Proven expertise as a certified First Aid/Emergency Medical Trainer and experience working with youth groups or large-scale community training programs are essential. Prior experience with the Ministry of Health is desirable, along with excellent communication and collaboration skills.

Educational Background:
The educational background required for this position includes a PhD in relevant fields such as Public Health, Obstetrics, or Child Health. A medical degree with postgraduate qualifications in related areas is also necessary to ensure the consultant has the appropriate knowledge and expertise to develop effective training materials and programs.

Experience:
The position requires a minimum of 5 years of professional experience in curriculum design, training material development, and conducting Training of Trainers (ToT), preferably in the health or emergency response sector. Candidates should have a strong background in developing training programs and materials that are relevant to community health and emergency preparedness.

Languages:
Fluency in written and spoken English is essential, along with proficiency in at least one local language, either Sinhala or Tamil. This bilingual capability is crucial for effective communication and the successful delivery of training materials to diverse youth participants across Sri Lanka.

Additional Notes:
The consultancy is expected to last from November 2025 to February 2026, totaling 40 days of work. The duty station is Colombo, but the position is home-based.
