Job Overview: The position of Consultor/a para la Reunificación Familiar is designed to provide technical assistance to the Ministry of Foreign Affairs of Uruguay in the implementation of the Residency by Arraigo program, which aims to facilitate family reunification for migrants. The consultant will play a crucial role in enhancing the capacity of the ministry to process family reunification requests, ensuring that the needs of migrants are met in a timely and efficient manner. This role involves working closely with various stakeholders, including government agencies and migrant communities, to ensure that the processes are transparent, legal, and respectful of human rights. The consultant will also be responsible for producing technical reports and statistical analyses to monitor the progress of the program and identify areas for improvement.
Duties and Responsibilities: The consultant will be responsible for a range of activities, including but not limited to:
Providing technical support in the management of family reunification requests, including the reception, review, classification, and analysis of applications under the Residency by Arraigo program.
Assisting in the family reunification process by ensuring compliance with documentation requirements and prioritizing family unity.
Producing monthly technical and statistical reports that summarize program progress, identify bottlenecks, best practices, and opportunities for improvement.
Offering guidance and information to migrants regarding requirements, processes, and response times, with a focus on human rights, gender, and inclusion.
Strengthening institutional capacity by transferring knowledge and tools to Ministry personnel to optimize family reunification processes and ensure sustainability beyond the consultancy period.
Coordinating with other key institutions to improve information flows and efficiency in handling requests.
Required Qualifications: Candidates must possess a university degree in Law, Social Sciences, International Relations, Public Administration, or related fields. Proven experience in migration management, administrative procedures, or legal assistance in family reunification and/or regularization processes is essential. Knowledge of Uruguayan migration law and international human rights standards is required. Previous experience with international organizations, cooperation agencies, or public institutions related to human mobility is desirable. Candidates should demonstrate a commitment to human rights and the ability to work in a multicultural environment.
Educational Background: A university degree in relevant fields such as Law, Social Sciences, International Relations, or Public Administration is required. This educational background should provide the necessary theoretical and practical knowledge to effectively engage in migration-related issues and family reunification processes.
Experience: Candidates should have substantial experience in migration management, particularly in administrative processes related to family reunification and regularization. This experience should include direct involvement in handling migration cases, understanding legal frameworks, and working with vulnerable populations. Experience in international organizations or governmental agencies dealing with migration issues is highly valued.
Languages: Fluency in Spanish, both oral and written, is mandatory. Knowledge of English is desirable but not required. The ability to communicate effectively in both languages will enhance the consultant's ability to engage with diverse stakeholders and produce comprehensive reports.
Additional Notes: The consultancy is expected to last for six months, with the possibility of extension depending on funding availability. The consultant will be required to submit monthly reports detailing activities, progress, challenges, and lessons learned. The budget for this consultancy will be allocated proportionally based on the duration of the contract and timely submission of reports. The consultancy does not involve planned travel, and consultants must comply with IOM's data protection policies.
