Job Overview:
The Resources Management Officer will play a crucial role in overseeing and managing the financial, human resources, and administrative functions of the Belize Country Office. This position requires close coordination with various departments, including the Head of Office, Senior Regional Resources Management Officer, and other administrative centers. The officer will be responsible for ensuring effective financial management, monitoring expenditures, and preparing budgets for projects and programs. Additionally, the role involves maintaining internal controls, managing human resources functions, and overseeing supply chain services. The officer will also participate in UN meetings and contribute to the overall strategic direction of the organization.

Duties and Responsibilities:
  • Monitor and oversee financial management for all activities in the Country Office, ensuring accountability and proper expenditure review.
  • Facilitate treasury management by forecasting cash flows and monitoring fund disbursement in accordance with donor agreements.
  • Prepare financial reviews of projects, overseeing budget control processes and analyzing variances between budgeted and actual expenditures.
  • Assist in annual budget preparation, supporting the monitoring of budget control and preparing budgets for new projects.
  • Maintain and strengthen internal controls to safeguard the organization’s assets and prevent fraud.
  • Review payroll against budgets, ensuring correct allocation of salaries to projects.
  • Recommend improvements to existing systems and procedures to enhance internal monitoring and efficiency.
  • Manage human resources functions, applying HR policies and resolving sensitive cases in consultation with relevant authorities.
  • Oversee supply chain services, including contracts with suppliers and management of support services. 1
  • Suggest procedural improvements and assist in training local staff in administration and finance. 1
  • Participate in UN meetings and oversee IOM’s Business Operation Strategy working group. 1
  • Perform additional duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous.

Educational Background:
The educational requirements for this position include a Master’s degree or a University degree in Finance, Accounting, Business Administration, Management, or a related field. The degrees must be from accredited academic institutions, ensuring that candidates have a solid foundation in the necessary principles and practices relevant to financial and administrative management.

Experience:
Candidates should have experience in all areas of financial administration, including financial management, accounting, and budgeting. Experience in human resources, procurement, and logistics is also required. Familiarity with Enterprise Resource Planning systems is essential, and experience in emergency operations, monitoring and evaluation, or audit is considered an advantage.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization. Knowledge of additional languages may be beneficial, particularly in enhancing communication with diverse stakeholders and partners.

This position is expected to be full-time, and the successful candidate will be part of an international team. The role may involve travel and participation in various meetings and conferences.
