In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Human Resource (HR) Associate position at UN Women in Dakar, Senegal, is crucial for supporting the organization's HR functions. The HR Associate will work under the technical guidance of the Regional HR Business Partner and will be responsible for various administrative and logistical tasks related to recruitment, placement, benefits administration, and personnel separation. This role requires a strong understanding of HR policies and procedures, as well as the ability to provide general information to management and staff regarding HR strategies. The HR Associate will also facilitate recruitment processes, manage leave and record management, and ensure compliance with UN Women’s HR policies and guidelines. The position plays a vital role in promoting gender equality and women's empowerment in Senegal, aligning with the strategic themes outlined in UN Women Senegal's strategic note for 2024-2028.

Duties and Responsibilities:
The HR Associate will have a wide range of duties and responsibilities, including: administering and implementing HR strategies and policies in compliance with UN Women rules; providing HR administrative and logistical services; processing and drafting correspondence; maintaining files and records; managing leave and record management; processing payments and administering entitlements for international staff; facilitating recruitment processes, including drafting job descriptions and screening candidates; providing administrative support for staff performance management; maintaining HR data and generating reports; organizing training and workshops; and liaising with HR headquarters to disseminate information on HR matters. The HR Associate will also be responsible for ensuring compliance with performance appraisal reviews and facilitating the preparation of learning plans for staff.

Required Qualifications:
Candidates must possess strong knowledge of HR administration, processes, and policies. They should have the ability to execute administrative processes and handle confidential information. Additionally, candidates should demonstrate good quantitative skills, strong IT skills, and the ability to produce reports. The role requires effective communication skills and the ability to engage stakeholders inclusively. Candidates should also have a proactive approach to problem-solving and be able to provide inputs for business process re-engineering and the implementation of new systems.

Educational Background:
Completion of secondary education is required for this position. A Bachelor’s degree in Human Resources, Business Administration, or Public Administration is considered an asset. This educational background will provide the necessary foundation for understanding HR policies and practices, as well as the administrative skills needed for the role.

Experience:
Candidates should have at least 6 years of relevant experience in office administration and/or human resource management. Experience in using computers and office software packages, such as MS Word and Excel, is required. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable. This level of experience ensures that the HR Associate can effectively manage the various HR functions and contribute to the organization's goals.

Languages:
Fluency in French is required for this position, as it is the primary language of communication in Senegal. Knowledge of another official UN language, such as English, Arabic, Chinese, Russian, or Spanish, is desirable and would enhance the candidate's ability to engage with a diverse range of stakeholders.
