Job Overview:
The Finance Assistant position at WFP is designed to provide effective financial support to the Country Office in Thimphu, Bhutan. The role requires the individual to demonstrate responsibility and initiative, responding independently to various financial queries with general guidance. The Finance Assistant will be expected to manage resources effectively and provide coaching and coordination to support staff. This position plays a crucial role in ensuring compliance with WFP financial policies, rules, and regulations, and involves monitoring and reporting on financial activities to facilitate informed decision-making. The Finance Assistant will also contribute to the improvement of business procedures and processes, ensuring that WFP's financial operations are efficient and effective in supporting the organization's humanitarian mission.

Duties and Responsibilities:
The Finance Assistant will be responsible for a variety of functions, including but not limited to: providing procedural and technical support to staff in finance and budget areas; monitoring monthly expenditure forecasts and preparing expenditure reports; performing bank reconciliations, disbursements, and cash management; verifying vendor claims and ensuring timely payments; maintaining accurate financial records and databases; monitoring and recording expenses in line with the approved budget; providing financial support to other WFP projects in collaboration with the Royal Government of Bhutan; and contributing to administrative and logistical support for various activities, workshops, and meetings. The Finance Assistant will also be tasked with identifying discrepancies in financial information and following up on corrective actions, as well as performing other duties as required by the supervisor.

Required Qualifications:
Candidates for the Finance Assistant position must possess a minimum of 5 years of progressively relevant work experience in finance, accounting, or related administrative roles. Proven experience in budgeting, planning, and financial reporting within the frameworks of the Royal Government of Bhutan is essential. Candidates should demonstrate strong analytical skills, effective communication abilities, and experience in collaborating with a diverse range of humanitarian actors, including governments, NGOs, and UN agencies. Additionally, candidates should have experience in conducting training and facilitating meetings, as well as participating in procurement and budgeting processes. Knowledge of statistical analysis and proficiency in Microsoft Office programs and ERP systems, such as SAP and Workday, are highly desirable.

Educational Background:
The minimum educational requirement for the Finance Assistant position is the completion of secondary school education. A post-secondary certificate in finance, accounting, business administration, or a related field is desirable and will enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of 5 years of relevant work experience in finance, accounting, or administrative roles. Candidates should have a proven track record of managing financial operations, analyzing financial performance, and providing actionable recommendations for service delivery improvements. Experience in working with government entities and other stakeholders in the humanitarian sector is also essential.

Languages:
Fluency in both oral and written communication in English and Dzongkha is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

The role is classified at the L5 (SC5) job grade, and the successful candidate will report to the Finance/Budget and Programming Officer.
